Grant Description

The Department of War’s (DoW) Energy, Installations, and Environment Innovation Partners Programs, under the direction of the Office of the Under Secretary of War (OUSW), seeks to support cooperative agreements aimed at enhancing environmental sustainability, resilience, and conservation efforts on and around military installations across the United States. This opportunity is offered through the Strategic Environmental Research and Development Program (SERDP), the Environmental Security Technology Certification Program (ESTCP), the Readiness and Environmental Protection Integration (REPI) Program, and the Legacy Resource Management Program (Legacy Program). These programs collectively aim to address installation resilience, resource conservation, and technology development to support military readiness. This funding opportunity encourages projects that align with national and regional priorities related to energy security, climate resilience, conservation of critical species and habitats, and cultural resource management. Potential project areas include, but are not limited to, technologies and practices for managing wildfire risk, remediating per- and polyfluoroalkyl substances (PFAS), protecting biodiversity and endangered species, conserving land to reduce encroachment, managing cultural and historical assets, and improving data and management systems across military facilities. Projects must demonstrate a clear public benefit and directly support DoW’s environmental, energy, and military sustainment missions. Applicants are expected to propose projects through a narrative submission that outlines their technical approach, objectives, and alignment with one or more of the program’s stated goals. These submissions serve as initial white papers; based on their strength and alignment, selected applicants may be invited to submit a full proposal. Proposals will be evaluated based on their technical merits, cost reasonableness, collaboration potential, and overall impact on DoW’s mission. While there is no cost-sharing requirement, leveraging additional funding or resources is strongly encouraged. Eligible applicants include a broad range of public and private entities, such as individuals, academic institutions, non-profits, and government organizations. All applicants must be registered in the System for Award Management (SAM) and possess a Unique Entity Identifier (UEI). Applications are to be submitted exclusively through Grants.gov, and any waiver to this requirement must be formally requested and justified. The submission must follow specific formatting and documentation requirements, including a project narrative, abstract, budget details, and relevant certifications.
