The Annual Program Statement (APS) for Promoting Economic Prosperity and Human Development, administered by U.S. Embassy Malabo, offers funding for projects that encourage inclusive economic growth, entrepreneurship, capacity-building, and professional development. The program is open to Equatoguinean and U.S.-based applicants, including not-for-profit organizations, educational institutions, individuals, and civil society groups. Projects must include a U.S. cultural element or connection to U.S. experts, organizations, or institutions.
Grant awards range from $5,000 to $25,000, with exceptional proposals eligible for higher amounts if the applicant is a registered NGO and has completed SAM registration. Projects should be completed within 18 months. Funding focuses on initiatives that highlight shared values, promote bilateral cooperation, and foster innovation in areas such as economic diversification, environmental sustainability, entrepreneurship, media professionalism, and technological skill development. Proposals that duplicate existing programs or engage in ineligible activities, such as partisan political activity or construction, will not be considered.
Eligible proposals should include a project summary, a clear problem statement, goals and objectives, activities, methods, a timeline, and plans for monitoring and evaluation. Applications must demonstrate the applicant’s capacity to implement the program, include résumés for key personnel, and provide a detailed budget with justification. Cost-sharing is not required but may be included. Applicants must ensure registration with SAM.gov and possess a Unique Entity Identifier (UEI) for organizational submissions.
Proposals will be accepted and reviewed in two cycles: applications submitted by February 5, 2025, will be reviewed by February 26, with responses issued by February 28. Applications submitted by April 30, 2025, will be reviewed by May 15, with responses issued by May 30. Award decisions will be based on factors such as the quality and feasibility of the program idea, organizational capacity, planning, budget realism, and sustainability.
