Internet Crimes Against Children Task Force National Training Program

The U.S. Department of Justice, Office of Justice Programs, Office of Juvenile Justice and Delinquency Prevention (OJJDP) has released the FY25 Internet Crimes Against Children (ICAC) Task Force National Training Program. This funding opportunity supports organizations that can deliver specialized training to members of the ICAC task force network. The program provides resources to law enforcement, prosecutors, forensic specialists, and affiliated agencies engaged in the investigation, prosecution, and prevention of technology-facilitated crimes against children, including child sexual abuse material and online exploitation. OJJDP is committed to strengthening national capacity in this area while supporting the wellness of officers engaged in this challenging work. The program is structured into three categories. Category 1, with an anticipated ceiling of $1,500,000, supports entry-level and core training for ICAC investigators. Awardees will deliver at least 20 in-person classes and 10 new webinars, adapt delivery methods for efficiency, and maintain an ICAC training and technical assistance website. Additional responsibilities include supporting the ICAC national training event, commanders’ meetings, and implementing the National Strategy for Child Exploitation Prevention and Interdiction. Category 2, with an anticipated ceiling of $450,000, will fund training on specialized digital forensics and emerging technology topics such as encryption, dark web investigations, cryptocurrency, and generative artificial intelligence. Category 3, with an anticipated ceiling of $400,000, supports officer wellness training, peer support networks, and assistance in designing tailored wellness programs to address vicarious trauma from exposure to child exploitation material. The total available funding is $3,700,000, with anticipated awards spread across these three categories. Funding will be provided through cooperative agreements, allowing OJJDP substantial involvement in the funded projects. Awards will begin on October 1, 2025, with a 12-month period of performance. The funding is subject to availability and federal appropriations, and applicants must propose budgets that are reasonable and manageable within their capacity. Eligible applicants include public and private higher education institutions, nonprofit organizations with or without 501(c)(3) status (other than institutions of higher education), for-profit organizations other than small businesses, and Native American tribal organizations (excluding federally recognized tribal governments). Applicants may apply to more than one category but must submit separate applications for different projects. Subrecipients may also be included in applications. No cost-sharing or matching is required. Applications must be submitted through a two-step process. Step 1 requires submission of the SF-424 through Grants.gov by October 21, 2025, at 11:59 p.m. Eastern Time. Step 2 requires submission of the full application, including proposal narrative, budget detail form, and supporting documentation, through JustGrants by October 27, 2025, at 8:59 p.m. Eastern Time. Applicants must be registered in SAM.gov and Grants.gov prior to submission and should begin the registration process well before the deadlines. Key required documents include resumes of key staff, a project timeline, position descriptions, organizational chart, and disclosures related to lobbying, duplication of costs, and high-risk designation if applicable. Applications will be reviewed based on responsiveness to the scope, technical merit, project design, and applicant capacity. Peer reviewers will assess problem statement, goals and objectives, implementation strategy, organizational competencies, and budget. OJP staff will conduct programmatic and financial reviews. Final funding decisions rest with the Assistant Attorney General, who may also consider geographic distribution, past performance, and strategic priorities. Award notifications will be issued through JustGrants, with recipients required to submit quarterly financial and semi-annual performance reports.
