Electric Vehicle Infrastructure Training Program (EVITP) Fund 1.5
This funding opportunity provides financial support to organizations training electricians in California to install electric vehicle charging infrastructure, with a focus on increasing access for disadvantaged and rural communities.
The Employment Training Panel (ETP), a California state agency dedicated to workforce development and economic growth, has released the Electric Vehicle Infrastructure Training Program (EVITP) Fund 1.5 to support Californiaโs transition to zero-emission vehicles. This initiative is launched in collaboration with the California Energy Commission (CEC) to expand the number of certified electricians qualified to install electric vehicle (EV) charging infrastructure throughout the state. Approximately $934,702 is available through this solicitation to train and certify a minimum of 3,000 electricians via EVITP. EVITP is a nonprofit offering a 20-hour online course with certification for general electricians in the installation of EV supply equipment. The training covers load requirements, electrical codes, DC charger installation, and other key components. Certification is valid for three years, and the training culminates in a proctored online exam. Notably, EVITP certification is mandated for at least 25 percent of electricians, or one electrician per crew, on CEC-funded EV charging installations. Applicants must be Multiple Employer Contractors (MECs), such as workforce boards, trade associations, or training agencies. Single Employer Contractors and current EVITP grantees are ineligible. Eligible trainees must hold a valid California General Electrician Certification. Grantees are expected to participate in a Community of Learning and Practice (CLP), provide quarterly reports, and meet data collection obligations, including demographics, certification outcomes, and employer details. Funding is divided equally between applicants located in disadvantaged, low-income, or rural communities and the general statewide applicant pool. Each grant is capped at $300,000. Grantees may use up to 15% of the award for administrative costs and will receive $738 per trainee upon certification. Administrative payments are tiered: 70% upon contract execution and the remaining 30% after 50% of trainees are certified. The application opens on November 7, 2025, and is due by November 25, 2025, at 5 PM Pacific Time, submitted through Cal-E-Grants. A webinar is scheduled for November 10, 2025, and awards are expected in January 2026. The grant term is from July 1, 2026, to June 30, 2027. Proposals must include required state forms, resumes, and a budget spreadsheet. Evaluation criteria emphasize outreach, equity, organizational capacity, and data tracking. All materials become public record post-award. Appeals are limited and must be filed within five business days of the award notice.
