Grant Description

The Iowa Thriving Communities initiative is a collaborative effort spearheaded by the Iowa Finance Authority (IFA) and the Iowa Economic Development Authority (IEDA). This designation program underscores the importance of housing as a foundational element of economic growth and opportunity in Iowa. It acknowledges that when Iowans have access to affordable housing within the communities where they work, both families and businesses can flourish. The program encourages communities and employers to actively pursue innovative and strategic methods to meet the state’s growing housing demands. In its second year, the Iowa Thriving Communities designation highlights communities that are setting exemplary standards in housing development efforts. Recognized communities not only gain prestige but also receive incentive points that enhance their competitiveness in applying for the Federal Housing Tax Credit (LIHTC) and/or the Workforce Housing Tax Credit (WHTC) programs. This dual benefit is designed to bolster local housing initiatives and further support community growth. The timeline for the 2026 Iowa Thriving Communities application cycle begins with an open call for applications on February 10 and closes on May 12. Finalist communities will present in-person pitches during the week of July 7, with official announcements made the following week. Designated communities will also participate in the HousingIowa Conference from September 2 to 4 in Des Moines, offering networking and exposure to statewide housing leaders. Currently, communities awarded the 2025 Thriving Communities designation include Council Bluffs, Des Moines, Fort Dodge, Mason City, Newton, and Waterloo. In addition, Charles City, Creston, Knoxville, Manning, Muscatine, Oskaloosa, Stanton, and West Des Moines received 2024 extensions, maintaining their eligibility for 2025 incentive points. Applicants are encouraged to review the 2026 Overview, Scoring Matrix, and participate in a webinar to better understand the application process. The application emphasizes innovative housing strategies and active community involvement. Selected communities gain recognition as models for addressing housing challenges effectively and inclusively.
