The Department of Housing and Urban Development has announced the Calendar Year 2025 Annual Renewal opportunity for the Service Coordinators in Multifamily Housing Program and the Congregate Housing Services Program. This program, referenced as MFH-MFSC-25-001, is designed to continue supporting service coordinators in federally assisted multifamily housing developments that primarily serve elderly residents and persons with disabilities. The Service Coordinator role is integral to ensuring residents have access to supportive services that allow them to remain independent, connected to their communities, and secure in their housing. Funding for this program is contingent upon congressional appropriations and is intended to meet a critical need where no other funding is available. The renewal process applies to existing grantees and housing projects that meet statutory eligibility requirements under various sections of federal housing law. Eligible projects include those receiving project-based assistance under Section 8 of the Housing Act of 1937, Section 202 supportive housing for the elderly, Section 221(d)(3) of the National Housing Act, Section 515 of the Housing Act of 1949, and Section 236 of the National Housing Act, among others. Ineligible projects include those assisted by project-based vouchers under 24 CFR part 983 and those with only stand-alone use agreements. Approximately 1,400 awards are expected to be made under this renewal cycle. Applications must be submitted electronically through GrantSolutions. Renewal applicants must provide a completed HUD-91186-A Service Coordinator One-Year Budget Form, applicable financial and performance reports, and proof of Standards for Success reporting. CHSP grantees are additionally required to submit transmittal letters, HUD-91180-A budget forms, itemized expenses, and documentation of matching funds. All documentation must be submitted by the published deadline, which is September 1, 2025. HUD strongly recommends submission at least 72 hours in advance to avoid technical issues. Applicants failing to meet prior year reporting requirements will not be eligible for renewal. HUD will review applications for compliance and reasonableness. Budgets are subject to review under federal cost principles, and funding levels may be reduced if requested costs are deemed excessive or not aligned with program requirements. Allowable expenses include salaries, fringe benefits, quality assurance, indirect costs, supplies, and training, but restrictions apply to increases in personnel costs, the number of service coordinators, and certain budget line items. HUD allows an annual cost increase of 2.5 percent in 2025, tied to Social Security cost-of-living adjustments, and bases maximum salary allowances on Bureau of Labor Statistics wage data. All funds must be used to address critical needs, and any unexpended prior-year funds must be offset against renewal requests. Grantees are required to draw down funds monthly or quarterly through HUDβs Line of Credit Control System, provide semi-annual financial reports, and comply with record retention requirements. Failure to maintain compliance, including timely reporting, can result in funding delays, reductions, or termination of awards. Performance standards include submission of financial and expense reports, Standards for Success annual reports, and quality assurance reviews where applicable. Noncompliance with anti-discrimination provisions or federal executive orders will also result in disqualification from funding. For CHSP grantees, the reporting period is January 1 through December 31, and all reports are due within 30 days of period end. For service coordinators, Standards for Success reports are due October 30 annually. The program continues to emphasize accountability and fiscal responsibility, with all grantees required to maintain active registrations in SAM.gov and Unique Entity Identifiers. Applications that fail to meet submission requirements or that contain deficiencies must be corrected within seven days of HUD notification or risk rejection. Funding will be prioritized for requests submitted by the deadline, and HUD reserves the right to deny or reduce cost increases deemed unreasonable. This renewal ensures continuity of essential services for vulnerable populations residing in HUD-assisted housing.
