Ryan White Part B Lead Agents

The Illinois Department of Public Health (IDPH) is offering a one-year competitive grant opportunity under the Ryan White Part B Lead Agents program. This initiative is part of the broader Ryan White HIV/AIDS Program, which is federally funded through the U.S. Department of Health and Human Services. The purpose of this grant is to support regional organizations in providing medical and support services for people living with HIV/AIDS (PLWHA) in Illinois. In addition to funding from the Ryan White Part B program, this opportunity also incorporates support from Housing Opportunities for Persons with AIDS (HOPWA) and Illinois General Revenue Funds. The Ryan White Part B Lead Agent program designates eight regional lead agents to coordinate and deliver core medical and support services throughout Illinois. These services include medical case management, mental health services, oral health care, substance abuse treatment, outpatient ambulatory care, and medical nutrition therapy, among others. Supportive services funded under the grant include food bank/home-delivered meals, medical transportation, legal assistance, and non-medical case management, including peer navigation. Grantees are also responsible for the coordination of Perinatal Enhanced Case Management to reduce the risk of perinatal HIV transmission, as well as participation in the Community Re-entry Project for recently incarcerated individuals living with or at high risk for HIV. The total funding available for this grant is $20,238,381.87, to be distributed across eight regional awards ranging from approximately $996,189 to over $10.1 million depending on the region. A portion of the funds (20%) is allocated for administrative, planning, evaluation, and quality assurance activities. Housing services funded under HOPWA or General Revenue cannot exceed 25% of the total award. Grant funds must comply with restrictions on indirect costs outlined in the Public Health Service Act, with a maximum administrative cap of 10% of the total grant award. Each grant is awarded for the period from April 1, 2026, through March 31, 2027. Eligible applicants must be tax-exempt or governmental organizations headquartered or with satellite offices located in the region they wish to serve. All applicants must be prequalified through the Illinois GATA portal, maintain good standing with the Secretary of State (if applicable), and meet all required fiscal and legal conditions. Applicants must also not be under sanctions, on exclusion lists, or in violation of relevant laws regarding bribery or felonies. Applications must be submitted through IDPH's Electronic Grants Administration and Management System (EGrAMS) by February 5, 2026, at 5:00 PM CT. Applicants are also required to submit a Ryan White Work Plan and detailed budget attachments. A non-mandatory technical assistance webinar will be held on January 8, 2026, at 10 AM. Following submission, IDPH will review and score applications based on criteria including grant history, scope of work, work plan, and budget. Award decisions will be made within six weeks after the deadline, and all final approvals must go through the EGrAMS system. Post-award, grantees will be expected to document and bill for services through the Provide Enterprise™ database and comply with all performance measures and reporting requirements outlined by the Department. This grant does not require any matching funds. The award process includes a merit-based review, with an appeal process available for contesting procedural aspects of the review, though not the outcome or scores.
