Grant Description

The Destination Forward Grant is a competitive funding program administered by the New Mexico Tourism Department (NMTD) aimed at supporting the long-term development and revitalization of tourism infrastructure across New Mexico. Launched as a continuation of earlier state efforts that identified and prioritized over 100 tourism-related projects totaling more than $300 million, the program represents a targeted investment in sustainable and community-based tourism development. The initiative supports projects that align with the New Mexico True brand, emphasizing authentic, cultural, and nature-based visitor experiences. With a commitment to local economic growth and environmental stewardship, the grant program aspires to enhance New Mexico’s visibility as a globally recognized sustainable tourism destination. The Destination Forward Grant funds a wide variety of tourism infrastructure projects. These include the development and improvement of outdoor recreation infrastructure, visitor signage, public tourism facilities, dark sky viewing areas, redevelopment of historic and cultural assets, and other initiatives that contribute to community-based tourism. Eligible applicants must be based in New Mexico and include local governments, municipalities, tribal governments, and nonprofits that have a partnership with a public fiscal agent. Projects must either be “shovel-ready,” meaning they can begin construction imminently, or “shovel-worthy,” indicating planning has begun and support from local government is secured to proceed once planning concludes. The grant follows a three-tiered structure based on project readiness and funding amount. Tier I supports ready projects with awards up to $50,000 and does not require matching funds. Tier II supports growth-oriented projects with awards between $50,000 and $250,000 and requires a 5% match, with the option to apply for a hardship waiver. Tier III supports signature projects with awards above $250,000. These require a virtual presentation during the evaluation process in addition to a 5% matching requirement. All awarded projects must be completed within two fiscal years from the award date, which for the FY27 cycle concludes on June 30, 2028. Applications will be accepted from March 16, 2026, at 8:00 a.m. until April 14, 2026, at 11:59 p.m. via the Submittable platform. A webinar introducing the application process will be held on March 12, 2026, and applicants are encouraged to attend for further guidance. The grant application must include a milestone timeline, itemized budget, and letters of support from stakeholders. Projects included in the State’s Infrastructure Capital Improvement Plan (ICIP) will receive preference during evaluation. All grantees are required to report annually on the project’s social, cultural, economic, and environmental impact after completion, and NMTD reserves the right to conduct site assessments at any stage. The evaluation criteria for the Destination Forward Grant include eligibility, alignment with program goals, innovative partnerships, project readiness, and sustainability. Preference is given to projects with diverse funding sources, strong community support, and alignment with ICIP rankings. Additionally, all projects must adhere to zoning regulations, demonstrate financial and operational capacity, and commit to inclusive, environmentally responsible development practices. Funding cannot be used for operational expenses or counted in-kind contributions, and all applicants must submit a “Preliminary Plan for Use of Funds” upon award. To ensure broad impact, the program emphasizes five strategic goals: increasing visitation; improving visitor and resident experiences; driving economic growth; enhancing New Mexico’s recognition as a sustainable tourism destination; and minimizing environmental harm while promoting positive ecological impacts.
