Bat Surveys Little Brown Myotis at Joint Base Elmendorf-Richardson (JBER)
This funding opportunity is designed for organizations within the CESU network to conduct ecological surveys and research on the Little Brown Myotis bat species at a military installation in Alaska, supporting wildlife conservation and habitat management efforts.
The U.S. Army Corps of Engineers, Fort Worth District, is seeking Statements of Interest (SOIs) for a cooperative agreement focused on bat surveys targeting the Little Brown Myotis (Myotis lucifugus) species at Joint Base Elmendorf-Richardson (JBER) in Alaska. This opportunity is issued in accordance with the Sikes Act, 16 USC 670c-1, which prioritizes natural resources conservation on military installations. The program supports research aimed at sustaining and improving the ecological integrity of JBER while supporting military mission readiness. This opportunity is available only to members of the Cooperative Ecosystem Study Units (CESU) network under the Alaska and Colorado Plateau regions. Preference will be given to federal and state agencies tasked with fish or wildlife conservation. The cooperative agreement supports the implementation of the Integrated Natural Resources Management Plan (INRMP) at JBER, in alignment with environmental compliance obligations. The objective of the project is to conduct field-based ecological surveys that assess the presence, activity, and habitat utilization of the Little Brown Myotis. These surveys will support adaptive management efforts and provide scientifically sound data to help JBER make informed decisions about bat conservation and habitat management. Details of the work to be performed are outlined in the attached Statement of Objectives. Funding will support fieldwork, data analysis, and reporting over the course of the project. The anticipated base period of performance for this cooperative agreement is 18 months from the date of award. There is the possibility of up to two follow-on periods, each extending an additional 18 months, contingent on funding availability. While a full study proposal and budget are not required at this stage, selected respondents may be asked to submit complete proposals at a later date. All SOIs must be submitted through Grants.gov. The total amount available under this funding opportunity is between $66,000 and $206,025. Matching funds are not required. The cooperative agreement will be awarded to one recipient. The opportunity was posted on March 10, 2026, and is scheduled to close on April 10, 2026. It will be archived on May 10, 2026. The funding falls under Assistance Listing Number 12.005 for Conservation and Rehabilitation of Natural Resources on Military Installations. Applicants with questions should contact Maria Lopez, Grants Specialist, at [email protected] or 817-886-1881, and David Leptien, Project Manager, at [email protected] or 402-889-5570. Statements of Interest will be accepted for 30 days following the posting date, after which the government will review submissions and potentially invite full proposals. Interested organizations should act promptly to ensure their qualifications and interest are considered.
