Farmers Supporting Farmers

The Farmers Supporting Farmers (FSF) Program is a New York State initiative by the Office of Mental Health (OMH) designed to provide holistic support to farmers, farmworkers, and their families. The program addresses financial and mental health challenges in rural communities through peer-driven, culturally responsive services. This five-year program will distribute $2 million in funding, with $400,000 allocated annually to the selected organization. The FSF program aims to reduce barriers to mental health services in rural areas, such as limited availability, accessibility, affordability, and social stigma. Key objectives include providing consulting services on financial and mental health matters, operating a statewide helpline, and conducting outreach and engagement through workshops and community events. Services will be delivered in person and virtually and include referrals to behavioral health and social services. Eligible applicants are not-for-profit organizations incorporated as 501(c)(3) entities in New York State, with demonstrated expertise in serving rural communities and supporting farmers. Applicants do not need to be OMH-licensed but must have missions aligned with the program goals. Prequalification in the Statewide Financial System (SFS) is required before proposal submission. All applications must be submitted through the SFS portal by March 6, 2025, at 2:00 PM EST. A non-binding Letter of Intent to Bid is encouraged and due by February 20, 2025. The FSF program requires a multidisciplinary team, including peers from agricultural communities, master’s-level social workers or counselors, an Outreach Coordinator, and a Team Leader. Staff must receive ongoing training, including suicide prevention. The program also mandates collaboration with Local Government Units (LGUs) to ensure coordination with community services. Reporting requirements include monthly, annual, and cumulative reports documenting services provided, outreach efforts, and participant demographics. Proposals will be evaluated based on factors like program design, implementation plans, agency qualifications, and financial management, with a total score of 100 points possible. A minimum score of 70 is required to qualify for funding, and only one award will be granted. Applicants must also include a five-year budget and a narrative explaining how funds will be used.
