The Supplemental Nutrition Assistance Program (SNAP) Fraud Framework Implementation Grant (SFFIG) for Fiscal Year 2025 is administered by the Food and Nutrition Service (FNS), an agency within the U.S. Department of Agriculture (USDA). FNS oversees several nutrition assistance programs, including SNAP, the nationโ€™s largest anti-hunger program. The purpose of this grant is to support state agencies in implementing measures that enhance SNAP program integrity by preventing, detecting, and investigating recipient fraud. The grant aligns with Section 29(a) of the Food and Nutrition Act of 2008, which authorizes FNS to take action to prevent trafficking of SNAP benefits. Applications will be reviewed based on five evaluation criteria: Soundness or Merit of Project Design (35 points), Implementation and Evaluation (15 points), Sustainability (20 points), Budget Appropriateness and Economic Efficiency (20 points), and Staff Capability and Management (10 points). Strong proposals will demonstrate clear alignment with the SNAP Fraud Framework, feasible plans with measurable impacts, and a path to sustain activities after the grant ends. Additionally, the proposal must show a cost-effective budget with clearly justified expenses and indicate any use of consultants or subcontractors. Applicants must disclose indirect costs via a negotiated indirect cost rate agreement (NICRA) or may elect to apply a 15% de minimis rate if eligible. Funds may be used for allowable costs such as personnel, equipment, supplies, travel, training, and contractual services, but cannot be used for ongoing costs of existing projects or entertainment expenses unless approved by FNS. State agencies are expected to report progress quarterly via the FNS-908 Performance Progress Report and submit financial reports using the SF-425 form.
