The U.S. Army Corps of Engineers, Alaska District, is soliciting applications under Cooperative Agreement No. W911KB-25-2-0009 for the Tanana Flats Training Area Winter Trail Upgrade project at Fort Wainwright, Alaska. Issued on June 4, 2025, and amended on June 24, 2025, this funding opportunity supports the Army's Sustainable Range Program and Integrated Natural Resources Management Plan (INRMP). The effort aims to bolster year-round accessibility to the Tanana Flats Training Area (TFTA), primarily used by the 11th Airborne Division and U.S. Army Alaska. The project involves substantial upgrades to approximately 12 miles of winter maneuver trail to improve environmental conditions, training capacity, and natural resource management in this Arctic region. Required documentation includes standard federal application forms (SF 424 series), a program narrative, budget documents, and proof of eligibility. Evaluation will be based on three factors: relevant experience, technical approach, and cost. Experience with Department of Defense natural resource programs, erosion control, habitat restoration, and military land use planning is strongly emphasized. Submissions must include past project summaries, detailed technical plans, and cost justifications. Ratings range from Outstanding to Unacceptable, and deficiencies may disqualify applicants.
