The application process involves submitting three core components through the Library of Michigan’s online grant system: the LSTA Grant Application, a Budget Spreadsheet, and a Certifications Form. These must be completed in full by 5:00 PM EST on March 25, 2026. All submitted applications will be evaluated by Library of Michigan staff based on a 100-point rubric that assesses clarity, alignment with program goals, and projected community impact. The State Librarian and the State Superintendent of Education will make final award decisions, with priority consideration given to small or rural libraries and first-time applicants. A grant administration meeting is mandatory for all awardees. Additional compliance requirements include adherence to the Children’s Internet Protection Act (CIPA) for any devices purchased with Internet access capability, and verification that no equipment is sourced from companies banned under federal procurement rules.
