OVC FY 25 Technology to Support Services for Victims of Crime

The Office for Victims of Crime (OVC), a component of the U.S. Department of Justice's Office of Justice Programs (OJP), has announced the FY25 “Technology to Support Services for Victims of Crime” grant opportunity. OVC is responsible for providing leadership and funding to enhance the nation’s capacity to assist crime victims and promote justice and healing. The purpose of this funding opportunity is to expand and strengthen the technological capacity of victim service organizations and state administering agencies to deliver high-quality, accessible, and responsive services to crime victims. This funding opportunity has two distinct categories. Category 1 supports innovative strategies to create, expand, or enhance technology use by victim service organizations. The objective is to improve service interaction, elevate quality, and increase accessibility for crime victims. The maximum award under this category is $600,000. Category 2 is designed to build statewide technology capacity through support for State Administering Agencies (SAAs). Awards of up to $500,000 are available to promote statewide innovation, efficiency, and improvements in service quality and access. The total amount available under this opportunity is $5,000,000, with an anticipated number of up to 10 awards—six in Category 1 and four in Category 2. The performance period for funded projects is expected to last 36 months, beginning October 1, 2025. Matching funds are not required under this grant, and applications from a wide range of organizations—including governments, nonprofits, educational institutions, and tribal entities—are encouraged depending on the category. For example, Category 1 is open to local governments, nonprofits, higher education institutions, and tribal entities. Category 2 is restricted to SAAs under the Victims of Crime Act (VOCA). Applicants must submit a two-part application: the SF-424 form via Grants.gov by August 15, 2025, at 11:59 p.m. ET and the full application through JustGrants by August 20, 2025, at 8:59 p.m. ET. The application process includes detailed narrative and budget sections, standard assurances and certifications, and a financial management questionnaire. There is no pre-application requirement such as letters of intent or concept papers. However, OVC offers a pre-recorded video and technical assistance via its Funding Webinars page. The OVC identifies specific priorities, including support for law enforcement, addressing violent crime, assisting American children and trafficking victims, and promoting public safety. Applications aligning with these priorities may receive additional consideration. The selection process involves peer and programmatic review, financial assessment, and final approval by the Assistant Attorney General.
