OVC FY 25 Technology to Support Services for Victims of Crime

The U.S. Department of Justice (DOJ), through its Office of Justice Programs (OJP) and the Office for Victims of Crime (OVC), is soliciting applications for the fiscal year 2025 (FY25) “Technology to Support Services for Victims of Crime” funding opportunity. This Notice of Funding Opportunity (NOFO), numbered O-OVC-2025-172430, is aimed at enhancing the capacity of victim service organizations and state agencies to use technology in delivering quality services to victims of crime. The program aligns with the Department of Justice’s mission to uphold the rule of law, protect civil rights, support crime victims, and address complex public safety challenges, including human trafficking and the opioid crisis. This funding opportunity is divided into two categories. Category 1, titled “Advancing the Use of Technology to Assist Victims of Crime,” will award up to $600,000 per recipient to support innovative strategies by victim service organizations. These projects are expected to create, expand, or improve technology use in service delivery, enhance victim interaction, and ensure accessibility and responsiveness. Category 2, titled “Building State Technology Capacity to Serve Victims of Crime,” offers up to $500,000 per award to State Administering Agencies (SAAs) to support statewide programs enhancing access to services and improving service quality through technology infrastructure development. Applicants for Category 1 may include various entities such as state and local governments, tribal governments, public housing authorities, institutions of higher education, and nonprofit organizations, both with and without 501(c)(3) status. Category 2 eligibility is limited to VOCA (Victims of Crime Act) State Administering Agencies. All applicants must submit only one application and may not apply under both categories. The NOFO clearly states that this program does not require matching funds. Applications must follow a two-step process. First, the SF-424 must be submitted via Grants.gov by August 15, 2025, at 11:59 PM Eastern Time. Then, the full application must be submitted via JustGrants by August 20, 2025, at 8:59 PM Eastern Time. Interested applicants must ensure they are registered in SAM.gov and maintain an active Unique Entity Identifier (UEI) throughout the process. Required documents include a proposal abstract, a detailed proposal narrative, a budget detail form, and resumes or curriculum vitae of key personnel. Applications will be reviewed based on several criteria: the significance of the problem addressed (20%), clarity and feasibility of project goals and objectives (15%), quality of the project design and implementation plan (30%), demonstrated capabilities and competencies of the applicant (20%), and completeness and cost-effectiveness of the proposed budget (15%). Applications that fail to meet the basic minimum requirements—including eligibility and submission of required forms—will not proceed to merit review. Successful applicants will be notified by September 30, 2025. Awards will be made as cooperative agreements, with a performance period anticipated to begin on October 1, 2025, and lasting up to 36 months. Award recipients must submit quarterly financial and performance reports.
