Grant Description

The Streamflow Rehabilitation Assistance Program, administered by the North Carolina Department of Agriculture and Consumer Services Division of Soil and Water Conservation, provides funding to repair stream segments damaged by Hurricane Helene. This funding round was approved by the Soil and Water Conservation Commission and supports recovery efforts in affected counties. The program includes 38 million dollars available statewide for eligible stream rehabilitation projects. Funding supports repair of stream damage directly resulting from Hurricane Helene. Each stream segment must be documented separately with required details including site location, damage description, planned repairs, photographs, and cost estimate. For Application Window 3, eligible organizations must be located in Avery, Burke, Cleveland, Eastern Band of Cherokee Indians, Haywood, Polk, Rowan, Transylvania, or Yancey. Applications are accepted from February 20, 2026 through April 17, 2026. Sites submitted outside this window will not be considered. The application requires submission of each stream segment in DART. Entries cannot be edited once submitted. If corrections are necessary, the applicant must resubmit the segment as a new entry. After completing DART submissions, applicants must complete the Formsite poll to finalize the application. Sites to be removed may be listed in the Formsite submission. Per-county caps (not per-grantee): High-need county up to $1,496,250; Medium-need county up to $526,154; Low-need county up to $310,909. 70% of funds allocated to high-need counties, 20% to medium-need, 10% to low-need. Supplemental funding available for high-priority projects after initial awards in all eligible counties. Payment mechanism is reimbursement. Applications accepted in 3 windows: Window 1 deadline February 20, 2026 (20 counties); Window 2 deadline March 13, 2026 (11 counties); Window 3 deadline April 17, 2026 (9 counties plus Eastern Band of Cherokee Indians).

Additional Requirements

Eligible applicants include Soil and Water Conservation Districts, political subdivisions (city/county government, water/sewer districts, municipal service districts, sanitary districts, drainage districts), and nonprofit organizations. The Eastern Band of Cherokee Indians is also eligible. Applicants must be located in one of the 39 FEMA-declared disaster counties for Hurricane Helene. Individual landowners and private citizens are not eligible to apply, though StRAP-funded work may be performed on private land with landowner permission. Projects must address stream damage caused by Hurricane Helene; pre-existing damage is eligible only if significantly worsened by the hurricane.

Expert Tips

Ensure all stream damage documentation specifically ties to Hurricane Helene, as pre-existing damage is only eligible if significantly worsened by the hurricane. Submit DART entries carefully since they cannot be edited after submission - corrections require a completely new entry. Be aware that award caps are per-county, not per-grantee, so if multiple organizations in your county apply, total funding is shared. High-need counties must have at least one organization pursuing EWP funding or risk reclassification to medium-need.
