Grant Description

The Streamflow Rehabilitation Assistance Program, administered by the North Carolina Department of Agriculture and Consumer Services Division of Soil and Water Conservation, is offering funding to address stream damage caused by Hurricane Helene. This funding round was approved by the Soil and Water Conservation Commission and provides financial assistance to repair storm-impacted stream segments. A total of 38 million dollars is available statewide under this Hurricane Helene allocation. Funding is designated for projects that repair streams damaged by the hurricane. Each stream segment must be documented separately and include site location, damage description, planned repair actions, photographs, and a cost estimate. For Application Window 2, eligible organizations must be located in Alleghany, Ashe, Buncombe, Caldwell, Henderson, Jackson, McDowell, Mitchell, Rutherford, Watauga, or Wilkes counties. Applications are accepted from January 15, 2026 through March 13, 2026. Sites submitted after this window closes will not be considered. The application process includes submission of each stream segment through the Disaster Assessment and Reporting Tool. Entries cannot be edited once submitted. Corrections require resubmission as a new entry. Each project must be entered individually. After all sites are submitted through DART, applicants must complete the Formsite poll to finalize the application. If any sites need to be removed, applicants may identify them in the Formsite submission. The Formsite link is https://fs3.formsite.com/ncdswc/7z1n6943yg/index . Applicants are encouraged to review the full funding announcement, updated January 21, 2026 webinar, and DART walkthrough video.

Expert Tips

Ensure all stream damage documentation specifically ties to Hurricane Helene, as pre-existing damage is only eligible if significantly worsened by the hurricane. Submit DART entries carefully since they cannot be edited after submission - corrections require a completely new entry. Be aware that award caps are per-county, not per-grantee, so if multiple organizations in your county apply, total funding is shared. High-need counties must have at least one organization pursuing EWP funding or risk reclassification to medium-need. Monitor the StRAP website closely for your county's specific application window, as sites submitted after your deadline will not be considered.
