The U.S. Embassy in Buenos Aires, Argentina, under the auspices of the Department of Stateβs Bureau of Western Hemisphere Affairs (WHA), has announced its Fiscal Year 2025 Annual Program Statement for Public Affairs Section (PAS) grants. The funding opportunity is designed to support strategic initiatives that align with the United States' diplomatic and public diplomacy goals within Argentina. Funding is provided through the FY25 Smith Mundt Public Diplomacy Funds under Assistance Listing Number 19.040.
This funding opportunity targets programs that advance economic strength and prosperity, entrepreneurship and innovation, good governance, transparency, accountability, anti-corruption, and democratic principles, as well as efforts that counter propaganda and censorship by prioritizing truth. Projects must be executed entirely within Argentina and are required to contribute to enhancing the safety, strength, and prosperity of the American people. All grants must include robust monitoring and evaluation plans detailing performance goals, indicators, data collection methods, and sustainability strategies.
Eligible applicants include not-for-profit organizations, think tanks, civil society organizations, and public and private educational institutions based in either the United States or Argentina. Individuals are not eligible. Applicants must have a Unique Entity Identifier (UEI) and active SAM.gov registration unless specifically exempted. Projects must be proposed for completion within 6 to 18 months, and the anticipated start date is September 30, 2025. A total of up to $250,000 in funding is available, with awards ranging between $25,000 and $100,000, and approximately 10 awards are expected.
The application process requires detailed submissions, including mandatory forms (SF-424, SF-424A, SF-424B as applicable), a cover sheet, a four-page project proposal, budget justification, resumes of key personnel, letters of support from partners, and other attachments such as a NICRA if indirect costs are claimed. Applications must be submitted in English and budgets in U.S. dollars. Proposals are due by June 30, 2025, at 17:00 Argentina time, and must be emailed to US-ArgentinaGrants@state.gov. No pre-consultation will be provided for questions already addressed in the NOFO.
Applications will be evaluated on criteria including program feasibility, organizational capacity, relevance to Embassy goals, budget realism, visibility and impact, sustainability, and inclusion of cost-sharing elements. Awards will be made through grants, fixed amount awards, or cooperative agreements with substantial embassy involvement. Federal reporting and compliance with anti-discrimination laws are mandatory, and awardees will need to complete SF-270 for payment requests. Activities supporting UNRWA or encouraging mass-migration caravans toward the U.S. are strictly prohibited.
