The Art Project Grant for Organizations is administered by the Iowa Arts Council, a division of the Iowa Economic Development Authority (IEDA). The Council’s mission is to advance the arts across the state of Iowa by supporting high-quality, accessible programming and promoting cultural development. The Art Project Grant program is designed to provide financial support to nonprofit and tax-exempt organizations, schools, governmental units at all levels, and tribal councils for the development and implementation of a wide array of arts-related initiatives. The program aligns with the Iowa Arts Council’s 2022–2026 Strategic Plan, prioritizing artistic excellence, public service, and equity across communities. Preference is given to first-time or infrequent applicants as well as projects that further the Council’s strategic goals. Funding for the Art Project Grant comes from an appropriation by the Iowa Legislature to the IEDA and a federal grant from the National Endowment for the Arts. Applicants are required to comply with federal regulations, particularly 2 CFR Part 200, and applicable state administrative codes. The grant supports one-time project expenses that occur entirely within the funding period, which spans from July 1, 2026, to June 30, 2027. Grant amounts may range from $5,000 to $25,000. In the previous fiscal year, awards ranged between $2,500 and $20,000, with an average grant size of $10,789. Grant recipients are expected to provide a 1:1 match through cash or in-kind contributions and will receive the full grant amount upon executing the grant agreement. A final report, including documentation of all expenses and proof of matching funds, is due by August 2, 2027. Eligible applicants include Iowa-based nonprofit organizations registered with the Iowa Secretary of State and exempt under IRS 501(c)(3), as well as border city nonprofits serving Iowa audiences, K–12 schools and education-oriented institutions, and government units based in Iowa. Organizations acting primarily as pass-throughs for affiliated entities may only apply if the affiliate is not also applying. Applicants must be in compliance with accessibility laws including the ADA and Section 504 and must maintain a SAM.gov registration with a valid Unique Entity Identifier (UEI) for the duration of the grant cycle. Ineligible applicants include for-profit entities, individuals, political organizations, and organizations receiving other specific IEDA cultural grants in the same fiscal year unless partnered with an Iowa-based artist. Funded projects must provide significant public value through arts experiences, learning, or professional development activities. Examples include performances, exhibitions, festivals, conferences, and community-based arts events. Annual events are eligible only if they demonstrate uniqueness to the current cycle. Public art projects must show extensive community engagement. Prohibited projects include construction, religious or social gatherings, ongoing programming, and events occurring outside the funding period. Eligible expenses encompass artist fees, access accommodations, materials, travel, marketing, administrative costs directly tied to the project, and others. Indirect costs may be claimed using either a federally negotiated rate or a 15% de minimis rate on modified total direct costs. Ineligible costs include capital purchases over $10,000, fundraising, lobbying, food and beverage (except when clearly programmatic), foreign travel, debt reduction, and duplicate federal/state funding. The application process is managed through SlideRoom, the Iowa Arts Council’s online application portal. All submissions must be complete and received by 11:59 PM on April 1, 2026. A required virtual onboarding session for new or returning grantees is scheduled for July 15, 2026. Grant applications are reviewed in two stages: an initial eligibility and completeness check by staff, followed by a panel review based on a 50-point rubric. Key evaluation criteria include project clarity, timeline feasibility, community engagement, partner involvement, clear and measurable goals, budget appropriateness, and the artistic merit and value of the proposed work. Applicants are encouraged to submit artistic work samples, optional supporting documents, and provide detailed budget and partner information to strengthen their proposal.
