This program offers financial support of up to $15,000 per project, provided on a 50% matching basis. The amount awarded depends on the type of façade improvement completed, with three defined tiers. Tier 1 includes non-architectural upgrades like anti-graffiti coatings and signage and offers up to $5,000. Tier 2 provides up to $10,000 for upgrades such as painting, awnings, and lighting. Tier 3 supports architectural improvements like window or door replacements and enhanced façade materials and offers the maximum grant of $15,000. Projects falling into Tier 3 may also qualify for an additional $1,000 in reimbursable design services, which can either be arranged through a city-retained consultant or a licensed designer of the applicant's choice. The program is available to commercial storefronts in Santa Cruz that serve retail, food service, personal service, or office functions. Eligible applicants must either own the commercial property or operate a business in the city. Additionally, the business must have a valid City of Santa Cruz business license and no active code violations. Tenants must have a lease of at least three years at the time of application unless an exception is granted, and they must obtain written permission from the property owner to participate in the program. Applicants must submit a complete application package that includes applicant and site information, proof of lease (if applicable), a project scope of work, vendor estimates (with three bids required for projects over $5,000), and visual documentation such as photos or drawings of existing conditions. City staff will review the submissions, assess project eligibility, and notify applicants of the outcome. Approved grantees must enter into a contract with the City and, where required, secure all planning or building permits before initiating the work. The grant requires applicants to complete the improvements within six months of permit approval or contract execution. All work must comply with prevailing wage requirements when total project costs reach $15,000 or more. Reimbursement will only be issued upon submission of itemized receipts, proof of payment, and confirmation of completed inspections where applicable.
