Cultural Resources Support at JBLE Virginia

The U.S. Army Corps of Engineers, Fort Worth District, is offering a cooperative agreement under the Cooperative Ecosystem Studies Units (CESU) Program for cultural resources support at Joint Base Langley-Eustis (JBLE) in Virginia. This agreement is available exclusively to CESU members in the Colorado Plateau, Rocky Mountain, or Great Plains regions. The primary purpose of this agreement is to assist in implementing JBLE’s Integrated Cultural Resources Management Plan (ICRMP) and support compliance with federal cultural resource preservation laws, including the National Historic Preservation Act (NHPA), the National Environmental Policy Act (NEPA), and the Archaeological Resources Protection Act (ARPA). The awarded recipient will be responsible for a variety of tasks, including conducting archaeological surveys, monitoring and recording archaeological sites, consulting with the State Historic Preservation Office and Native American tribes, and assisting in the review and development of cultural resource management documents. The scope of work also includes public outreach, artifact curation, and assistance in hosting tribal consultation meetings. Additionally, the recipient will provide GIS mapping, data analysis, and report preparation in compliance with applicable federal and state laws. Approximately $148,183.73 is available for the base period of this project, with potential additional funding for optional tasks and future work. The agreement will initially cover a nine-month period, with up to six possible 12-month follow-on periods contingent on funding availability. The established CESU indirect cost rate of 17.5% applies to this agreement. Recipients must meet the Department of Defense’s cybersecurity compliance requirements under NIST SP 800-171, with an active assessment performed within the last three years. Interested organizations must submit a Statement of Interest (SOI) by April 12, 2025, at 5:00 PM Central Time. The SOI should be no more than two pages long and must include organizational details, a biographical sketch of the principal investigator, past relevant projects, available staff and their expertise, and descriptions of any specialized facilities or equipment. Questions regarding the submission process must be sent by March 27, 2025, to the designated grants specialist and project manager. Submitted SOIs will be reviewed based on alignment with program objectives, qualifications of the principal investigator, and overall organizational capability. Only select organizations will be invited to submit a full proposal. The review process includes a 30-day public posting period on Grants.gov before award decisions are made.
