Transportation Alternatives Program
This program provides federal funding to local governments, schools, and non-profits for projects that improve pedestrian and bicycle infrastructure, enhance environmental and historic sites, and promote safe routes for students in Kansas communities.
The Kansas Department of Transportation (KDOT) administers the Transportation Alternatives (TA) Program, which provides federal funding for a broad range of non-traditional transportation projects. These projects include pedestrian and bicycle infrastructure, Safe Routes to School programs, scenic and environmental enhancements, conversion of abandoned railway corridors to trails, and preservation of historic transportation facilities. The purpose of the TA program is to promote alternative transportation options and improve accessibility and safety within communities. The TA program is funded biennially and aligns with the Transportation Alternatives Set-Aside under the Surface Transportation Block Grant (STBG) Program. Eligible project types specifically include infrastructure for non-motorized users, non-infrastructure Safe Routes to School activities, and environmental or historic site enhancements. Starting in 2020, KDOT requires a “Project Concept” submission before the full application. This step helps determine eligibility and allows KDOT staff to provide early feedback. Entities eligible to apply for TA funds include cities, counties, state agencies, federally recognized tribes, school districts, small Metropolitan Planning Organizations (MPOs), and non-profits. However, applicants within the urbanized areas of the Wichita Area MPO and Mid-America Regional Council (Kansas City) are not eligible through KDOT, as these areas receive and manage their own federal TA allocations independently. Projects in non-urbanized portions of these regions may still be eligible and are encouraged to consult FHWA’s HEPGIS tool to confirm geography. The most recent call for applications was for the 2024 cycle. The next round of funding is expected in early 2026. The TA program is recurring but not rolling, with clearly defined application windows. Award announcements are typically made in the same year as submission. Resources provided for applicants include sample project schedules, example resolutions of support, and district maps with contact information for KDOT area offices. Inquiries regarding the program can be directed to Jenny Kramer, Active Transportation Manager at KDOT, via phone at 785-296-5186. Applicants are encouraged to prepare early and review past project examples and federal guidance to strengthen their submissions. The program encourages youth engagement under MAP-21 Section 1524, which supports participation by youth service and conservation corps for suitable transportation projects.
