The U.S. Department of Health and Human Services (HHS), through the Administration for Community Living (ACL), has released a funding opportunity announcement for the Senior Medicare Patrol (SMP) Resource Center, referenced as HHS-2025-ACL-CIP-MPRC-0031. This initiative is administered by ACL's Center for Innovation and Partnership and is supported by the Health Care Fraud and Abuse Control (HCFAC) Program, which was established under the Health Insurance Portability and Accountability Act of 1996. ACL is offering a cooperative agreement to support a single national SMP Resource Center (SMPRC) that will provide training, technical assistance, and centralized resources to 54 SMP grantees operating across all 50 U.S. states, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, and Guam. The overarching goal of the SMPRC is to enhance Medicare fraud prevention and education efforts by strengthening the capacity of SMP projects nationwide. The center will serve as a clearinghouse of expertise and tools for outreach, volunteer training, team member support, and program management. It will also help amplify national visibility of the SMP program and support communications across the SMP network. Core focus areas include Team Member and Enrollee Education, Workforce Development, Operational Excellence, and Innovation and Partnership. An additional $500,000 is allocated in the first year to research and pilot test technologies that improve fraud prevention messaging. Funding will be provided over a 36-month project period through a cooperative agreement. The expected federal support includes $1,500,000 for the first year and $1,000,000 per year for the remaining two years, contingent on the availability of federal funds. One award will be made, with ACL playing an active role in program oversight, work plan approvals, evaluation guidance, and participation in events. No cost sharing or matching is required, though voluntary contributions will be treated as binding commitments if accepted in the budget. Eligible applicants include domestic public or private nonprofit entities such as state and local governments, tribal organizations, community-based nonprofits, hospitals, and accredited institutions of higher education. Applicants must demonstrate knowledge of the SMP program, Medicare policy, fraud prevention, and experience supporting diverse aging and health service networks. Proposals must be submitted electronically via Grants.gov, and all applicants must be registered in the System for Award Management (SAM). Letters of intent are requested but not required and are due by July 10, 2025. Final applications are due by July 30, 2025, at 11:59 p.m. ET. The anticipated project start date is September 1, 2025. Evaluation criteria include relevance to the SMP’s mission, quality of the proposed technical assistance and innovation strategies, organizational capacity, and plans for dissemination and performance evaluation. Applications will be reviewed by an independent panel and final selections made by the ACL Administrator.
