Texas Backup Power Package Program
This program provides funding to essential facilities in Texas, such as hospitals and nursing homes, to install backup power systems that ensure they can operate during extreme weather or power outages.
The Texas Backup Power Package Program is an initiative under the broader Texas Energy Fund aimed at enhancing the resilience of critical infrastructure in Texas communities. The Advisory Committee submitted its recommendations to PUCT on October 1, 2024. Following this, a formal rulemaking process commenced to finalize the criteria and mechanics of the program. As of early 2026, the rulemaking is ongoing under Project Number 59024, with public comments accepted through January 30, 2026. Final rules will set out specific requirements for applicant eligibility and proposal submission. To shape the program’s direction, PUCT has conducted extensive stakeholder engagement. A virtual workshop was held on November 13, 2024, followed by written public comments under Project Number 57236. In addition, the final research report authored by Patrick Engineering, Inc., was published on January 23, 2025, and public input on that document was accepted through February 14, 2025. Further consultation took place during an in-person workshop on March 20, 2025, with additional comments accepted until April 3, 2025. These efforts informed the technical and policy frameworks for the backup systems, including viable technologies and vendor capabilities. An important development occurred with the issuance of a Request for Information (RFI) on September 10, 2025 (Project Number 58635), which concluded on September 30, 2025. This RFI was designed to gather technical and commercial data to assist in crafting a robust solicitation process. It focused on identifying potential vendors and partnership models that could support widespread deployment of backup power packages at critical facilities, ensuring coordination among multiple stakeholders involved in the program’s delivery. As of the latest update, application guidelines, deadlines, and submission processes are still pending. They will be released following the conclusion of the ongoing rulemaking. The application process is expected to include vendor alignment with program standards, detailed proposals for backup power deployment, and demonstration of impact on public safety and community resilience.
