New York State Community World Cup Grant Program

The New York State Community World Cup Grant Program, administered by Empire State Development (ESD), is a competitive funding initiative designed to expand public engagement with the 2026 FIFA World Cup beyond the official host venues. With a total allocation of $500,000, this program provides financial support to communities across seven REDC regions of New York State to host localized public viewing events. The aim is to promote regional economic activity, foster community spirit, and ensure broad public access to this major global event, even in areas distant from MetLife Stadium where the matches will be played. Empire State Development, the State’s lead economic development agency, is offering this grant program to encourage localities to organize safe, accessible, and regionally distinctive viewing experiences. This program allows each region to highlight its unique cultural character while benefiting from increased visitation and economic activity associated with World Cup celebrations. Funding is awarded through a cost-share structure, with grants covering up to 50% of eligible project expenses, not exceeding $70,000 per project. ESD also assists in securing viewing licenses and offers technical support through its Special Events team to help applicants meet event planning and safety requirements. Eligibility is limited to specific types of organizations including nonprofit Destination Marketing Organizations (DMOs), municipalities, chambers of commerce, and local development corporations. Only entities operating within the Capital Region, Central New York, Finger Lakes, Mohawk Valley, North Country, Southern Tier, or Western New York are eligible. Applicants must also demonstrate the financial and administrative capacity to manage public funds and may not use other New York State funding for the same project. Allowable expenditures under the grant include temporary infrastructure (e.g., LED screens, power, fencing), site readiness, event logistics, safety planning, accessibility accommodations, and direct operational support. However, funds cannot be used for general advertising, permanent infrastructure, alcohol, or events not expected to draw a broader audience. Awards are reimbursement-based, contingent on documentation of full project costs and compliance with all program requirements. Applications must be submitted through the Consolidated Funding Application (CFA) portal no later than 4:00 PM on February 13, 2026. Submissions should include a detailed proposal outlining event logistics, safety measures, community engagement plans, and budget with state and local cost shares. Projects are evaluated on criteria including alignment with program goals, regional benefit, safety/accessibility plans, and overall readiness. Award announcements are expected in March 2026, and projects must be completed by September 1, 2026. Final performance reports are due by March 2027. ESD emphasizes inclusivity and compliance with MWBE and SDVOB participation goals as part of the award terms. Through this initiative, New York State aims to ensure statewide participation in the 2026 FIFA World Cup, fostering regional pride and boosting local economies.
