Neighborhood Beautification Grant Program
This program provides funding to homeowners associations, multifamily complexes, and neighborhood groups in Rancho Palos Verdes for projects that beautify and enhance the visual appeal of their neighborhoods.
The City of Rancho Palos Verdes administers the Neighborhood Beautification Grant (NBG) Program to support local efforts that enhance the appearance and quality of neighborhoods within city limits. Funded by the City Council with a $25,000 allocation for Fiscal Year 2025β2026, the program aims to foster stronger communities by encouraging neighborhood-level projects that are visible from public roadways and improve the cityβs overall visual environment. The NBG Program is open to formal homeowners associations (HOAs), multifamily complexes represented by management entities, or neighborhood groups of at least three households when no formal representation exists. To qualify, proposed projects must be located on, at the intersection of, or near arterial or collector streets as defined in the Cityβs General Plan Circulation Element. Eligible streets include major corridors such as Palos Verdes Drive East, Hawthorne Boulevard, and others. Projects must be wholly within city limits and produce visible enhancements that provide general public benefit. Funding is offered through two levels of grants. Level 1 provides reimbursement for projects costing $1,000β$2,999, and Level 2 supports projects costing $3,000β$5,000. Both levels require a 50% match from the neighborhood, and awards are provided on a reimbursement basis after project completion. Level 1 applications must include two competitive bids, while Level 2 must include three. Only one grant may be awarded per neighborhood per fiscal year, and awardees are ineligible for new grants for three years after receiving funding. Eligible projects include entryway landscaping using drought-tolerant plants, construction or enhancement of neighborhood signage or walls, and removal or replacement of chain link fencing. All work must comply with city and state permitting requirements and be completed within 12 months of approval. Applicants are responsible for long-term maintenance and must include a maintenance plan with their application. Projects are reviewed by a tri-departmental panel and scored based on a 100-point rubric with up to 15 bonus points. A minimum score of 60 is required for funding. The 2025 grant cycle opened on September 2, 2025. Applications are due by 4:30 p.m. on October 17, 2025. Between October 20 and November 7, city staff may conduct inspections and seek clarifications. Proposals will be scored the week of November 17, 2025, with funding recommendations evaluated by the City Council on January 20, 2026. Grantees may begin projects the week of January 26, 2026. Final project completion is required by January 20, 2027, with reimbursements issued after proof of completion and cost documentation are submitted.
