The Equity and Access (E&A) Grant Program was originally established under the Budget Act of 2022 (AB 179), with three distinct accounts designated to fulfill its statutory purpose. These funds were either allocated or redirected for other state priorities by the close of June 2024. However, new resources were made available when the California Legislature appropriated $2,000,000 from the Aliso Canyon Recovery Account through the Budget Act of 2024 (AB 157) in September 2024. Implementation of this appropriation was confirmed with the passing of Resolution M-4875 in April 2025.
A portion of this new funding has been designated for the Clean Energy Access: Los Angeles County TECH (CEA-LAT) Grant, which supports community-based organizations (CBOs) in Los Angeles County that engage in outreach and education aligned with the Technology for Equipment and Clean Heating (TECH) Clean California initiative. This initiative emphasizes decarbonization, electrification technologies, healthier homes, and community health improvements.
The CEA-LAT Grant application window is open from May 1, 2025, through June 30, 2025, with a submission deadline of 11:59 pm on the final date. Applications must adhere to the requirements outlined in the CEA-LAT Grant Guidelines, which are available under the Applicant Resources section of the grant's web portal. A webinar explaining the grant program and the TECH Clean CA initiative was held on April 23, 2025, and its recording is available online for reference.
Eligible applicants include tax-exempt organizations based in California and operating under Section 501(c)(3) of the Internal Revenue Code. Projects must serve Los Angeles County, with priority consideration given to initiatives in the Aliso Canyon Disaster Area and the San Fernando Valley. Approved activities may include direct community outreach, educational programs, training for staff, coordination with the TECH Clean CA implementer, and assessment of project outcomes.
The CEA-LAT Grant provides a total of $1,900,000 in funding. Individual awards may go up to $200,000, with ministerial grant awards capped at $149,999.99. All proposals will be reviewed through a competitive selection process to ensure alignment with program goals.
