The Oregon Department of Transportation (ODOT) has opened its 2025 Small City Allotment (SCA) Grant Program for project proposals. The SCA program was established under the 2017 state transportation bill at the request of the League of Oregon Cities (LOC) to provide dedicated funding for transportation improvements in Oregon’s smaller communities.
The SCA program allocates $5 million annually to support transportation projects in cities with populations of less than 5,000. Grants can be awarded up to $250,000 per project, offering small cities the ability to leverage funds for road maintenance, safety improvements, and other critical transportation infrastructure needs. In the previous cycle, demand was high, with more than $17 million in project proposals submitted.
The application period opens on March 3, 2025, and closes on April 30, 2025. The LOC is working to expand funding for this program through the 2025 transportation funding package being considered by the Oregon Legislature.
