The U.S. Department of State, through the U.S. Embassy in Mozambiqueโs Public Affairs Section, is offering funding under its Fulbright-Hays Public Diplomacy Programs. This Notice of Funding Opportunity (NOFO) is titled "Mission Mozambique American Spaces Programming" and seeks a qualified implementing partner to manage five American Spaces programs. These programs will be run at the American Center within the U.S. Embassy in Maputo and the American Corner located at the National Library of Mozambique. The programs aim to promote American English, educational opportunities in the U.S., and American business and technology practices. This funding opportunity focuses on strategic outreach aligned with six key pillars of American Spaces: U.S. information dissemination, alumni engagement, educational advising (including EducationUSA), English language learning, skills building, and strategic cultural programming. The partner will implement programs such as English training for professionals, leadership courses, workshops on American business standards, and bootcamps focused on emerging technologies like AI and data science. Each program has defined objectives, beneficiary numbers, and budget allocations ranging from $7,500 to approximately $10,000 per initiative. Applicants may include not-for-profit organizations, public and private educational institutions, individuals, and public international organizations. However, for-profit entities are not eligible. All organizational applicants must have a Unique Entity Identifier (UEI) and be registered with SAM.gov. Individuals are exempt from UEI and SAM registration. Only one proposal per organization will be accepted, and applications must be submitted via email to MaputoPDProposals@state.gov. Application packages must include completed forms (SF-424, SF-424A, and, where applicable, SF-424B), a detailed project proposal, a budget narrative, and supporting documents like CVs, partner letters, and NICRA documentation if indirect costs are included. The project proposal should address key elements such as goals, methods, timeline, personnel, partnerships, monitoring and evaluation, and sustainability. The application deadline is June 16, 2025, with the anticipated project start date being October 31, 2025. One cooperative agreement of up to $54,000 is expected to be awarded, covering a 10-month implementation period. Proposals will be evaluated based on criteria such as program quality (30 points), organizational capacity (20 points), planning and impact (15 points), budget clarity (10 points), monitoring plans (15 points), and sustainability (10 points).
