The U.S. Department of State, U.S. Embassy Mozambique, Public Affairs Section, has announced a Notice of Funding Opportunity (NOFO) titled "Mission Mozambique American Spaces Programming" under the opportunity number OFOP0001916. The funding comes through the FY25 Fulbright-Hays Public Diplomacy Funds, authorized by the Fulbright-Hays Act. The Department seeks a partner to manage and deliver programming for American Spaces located at the U.S. Embassy in Maputo and the American Corner at the National Library of Mozambique. These programs aim to promote American English, educational opportunities in the United States, and American business and technology practices. The awarded cooperative agreement, pending availability of funds, will provide $54,000 for a 10-month project period starting on October 31, 2025. The grantee will manage five core programming activities focused on enhancing English proficiency, leadership skills, American business standards, and technology literacy among Mozambican youth and professionals. The U.S. Embassy will maintain significant involvement throughout the project to ensure alignment with strategic outreach goals. A single award is anticipated. Eligible applicants include not-for-profit organizations, public and private educational institutions, individuals, and public international organizations. For-profit entities are not eligible. Organizations must possess a Unique Entity Identifier (UEI) and be registered in SAM.gov, although individuals are exempt from this requirement. Each organization may submit only one proposal; submission of multiple proposals will render the organization ineligible. Applicants must submit a complete package including mandatory forms (SF-424 series), a proposal of up to 10 pages, a budget narrative, and supporting documents such as CVs and letters of support. Proposals must be in English, adhere to formatting guidelines, and be submitted by email to MaputoPDProposals@state.gov. The final application deadline is June 16, 2025, at 23:59 SAST. Applications will be reviewed based on criteria including program idea quality, organizational capacity, ability to achieve objectives, budget realism, monitoring and evaluation plan, and sustainability. Awards will be announced by August 2025. Payment will be based on request forms (SF-270) and contingent on interim reporting. Post-award requirements include compliance with all relevant federal regulations, routine financial and programmatic reporting, and participation in the Foreign Assistance Data Review process.
