Eligible applicants must serve as a fiscal agent and include partnerships with at least one employer, one worker representative, and one training provider. Eligible entities include nonprofits, workforce development boards, educational institutions, labor organizations, and public agencies. Nonprofits must be registered and in good standing with state and federal requirements. For-profit entities are not eligible as fiscal agents. Projects must target underserved populations and demonstrate alignment with workforce and equity goals.
