Grant Description

The Bureau of Land Management (BLM), under the U.S. Department of the Interior, has released the FY25 Bureau of Land Management Plant Conservation and Restoration Management – Bureau Wide grant opportunity (Funding Opportunity Number: L25AS00299). The program originates from BLM’s Plant Conservation and Restoration Program (PCRP), which was launched in response to devastating wildfires in the Western U.S. around 1999–2000. These fires underscored the urgent need for a robust, commercially available supply of native seeds for post-disaster restoration. The PCRP was created to support the availability and use of locally adapted, genetically appropriate native plant materials, crucial for restoring and stabilizing public lands after catastrophic events such as wildfires, hurricanes, and droughts. The primary goal of the FY25 funding opportunity is to enhance the national native seed supply chain by partnering with farmers, non-profit organizations, tribal groups, educational institutions, and other stakeholders. Funded activities may include collecting and banking native seeds, supporting nursery and seed production operations, facilitating local economic development through job creation in rural communities, and advancing the applied science necessary to improve seed production and restoration techniques. The program places strong emphasis on supporting BLM land uses such as grazing, wildlife habitat restoration, and reclamation of lands impacted by energy development. A total of approximately $14 million is available under this funding opportunity, with up to 50 awards expected. Award sizes range from a minimum of $10,000 to a maximum of $3,000,000. No cost sharing is required. All applicants must be registered in SAM.gov with an active Unique Entity Identifier (UEI) to be eligible to submit via Grants.gov. Application packages must include SF-424, SF-424A, SF-LLL (if lobbying disclosure is applicable), a project abstract, and a detailed narrative including budget justification. Required elements include project need, objectives, methodology, evaluation metrics, environmental compliance information, and qualifications of key personnel. Eligible applicants include state, county, and city governments, public and private institutions of higher education, federally recognized Native American tribal governments and other tribal organizations, and non-profit organizations with or without 501(c)(3) status. For-profit organizations and individuals are ineligible to apply. Proposals that align with the Cooperative Ecosystem Studies Units (CESU) Network may be subject to a reduced indirect cost cap of 17.5 percent. Applications will be reviewed via a merit-based process that evaluates technical approach, relevance to BLM goals, qualifications and past performance, public benefit, and resource leveraging. The application period opens on June 23, 2025, and closes on July 23, 2025, at 5:00 PM ET. Late applications will not be accepted without extenuating circumstances. Selected projects will begin as early as September 1, 2025, and may continue through August 30, 2030.
