The New York State Office of Mental Health (OMH) has released a Request for Proposals (RFP) to fund the expansion of Partial Hospitalization Programs (PHPs) for children and adolescents across New York State. These programs serve as intensive outpatient alternatives to inpatient psychiatric care, delivering short-term, medically supervised, structured clinical treatment to stabilize youth experiencing acute mental health crises. The goal is to ensure youth with Serious Emotional Disturbance (SED) receive therapeutic intervention while continuing to reside in their homes and communities. PHPs play a critical role in reducing hospitalizations, strengthening family systems, and supporting school and work re-engagement. OMH intends to award six grants of $250,000 each, totaling $1.5 million in available start-up funding, with a two-year spending period. Funds are designated for staffing, supplies, and minor facility modifications, excluding capital improvements, rent, or operating costs for existing PHPs. This opportunity specifically targets underserved Economic Development Regions (EDRs) and boroughs with insufficient or no PHPs: Central New York, Mohawk Valley, North Country, Southern Tier, Western New York, and New York City boroughs (Staten Island, Bronx, Brooklyn). Applicants must specify the counties they intend to serve and are encouraged to use data to demonstrate community need. Eligible applicants are agencies currently licensed by OMH with at least one year of experience operating child/adolescent programs and in good standing (not on Enhanced Provider Monitoring). Applications must propose a new PHP for children or an expansion from an adult-only program to include youth. Existing child PHP providers seeking to expand capacity are not eligible under this RFP. Applicants may apply for multiple regions but must submit a separate proposal for each. Proposals must be submitted via the Statewide Financial System (SFS). Applicants must be registered and prequalified in SFS before submission. Required documentation includes the proposal narrative, budget template (in Excel), signed certifications for sexual harassment and gender-based violence prevention, and proof of LGU notification for each service county. The narrative must address program design, staffing, quality improvement, equity strategies, discharge planning, educational partnerships, and financial management. Evaluation is based on a 100-point system, with significant weight given to demonstrated community need (25 points), program implementation (25 points), financial assessment (20 points), and other factors like DEI integration, quality improvement, and organizational qualifications. The application period opened on December 2, 2025, with proposals due by 2:00 PM ET on February 10, 2026. Awards will be announced on March 17, 2026, and contracts are anticipated to start January 1, 2027. Applications must be submitted no later than 48 hours before the deadline to avoid technical submission issues.
