Recreation Partners Program Grants

The 2025-26 Recreation Partners Program Grants is an initiative led by Halifax County Parks and Recreation, following approval from the Halifax County Board of Commissioners. The program has allocated a total of $30,000 in grant funds for the fiscal year 2025–2026, with the specific aim of supporting nonprofit and faith-based organizations located within Halifax County, North Carolina. This grant opportunity is focused on enhancing recreational programming and supporting local project development that benefits the residents of the county. Administered by Halifax County Parks and Recreation, the grant prioritizes community-oriented projects that serve defined geographic areas or targeted age groups within Halifax County. Grant funds may be used for a variety of programmatic and project-based purposes but are explicitly restricted from covering salaries or stipends for members of the applying organization. However, contracted services related to specific instructional activities may be funded under the program. Applicants must be in good standing with the North Carolina Secretary of State, and faith-based organizations are also eligible to apply, provided they meet all the eligibility conditions. To ensure fiscal responsibility and transparency, awarded organizations are required to sign a formal grant agreement with Halifax County before receiving any funds. Additionally, recipients must comply with periodic reporting requirements as specified by the County. A final report detailing project outcomes must be submitted no later than December 31, 2026. The grant program also subjects awardees to review during Halifax County’s annual audit process. Proposals will be evaluated by a multi-level review process, starting with representatives from the Halifax County Parks and Recreation department, the Halifax County Management Team, and members of the Halifax County Board of Commissioners. The full Board will make the final award determinations. The selection process is designed to ensure fairness and inclusivity, with Halifax County explicitly stating that awards will be made without regard to race, color, national origin, gender, or religion. Applicants must submit a complete proposal that addresses several key criteria, including a comprehensive project description, timeline, scope of work, budget, and intended audience. Supporting documentation is mandatory and includes a project summary sheet, proof of nonprofit status or affiliation as a faith-based organization, financial statements or audit, and a W-9 form. Missing components will render applications ineligible for review. The deadline to submit proposals is March 18, 2026, at 5:00 PM. Applications must be sent via mail to the Halifax County Parks and Recreation office or by email to the Director. Notifications of award decisions will be issued by April 10, 2026, and disbursement of funds will occur no later than June 30, 2026, upon execution of the grant agreement.
