Creative Neighborhoods Grant Program
This program provides financial support for community-based art projects that promote neighborhood pride and creativity through free, multigenerational gatherings and artistic activities.
The Creative Neighborhoods Grant Program is a pilot initiative launched by the City of Virginia Beach Cultural Affairs Department to support art-centered projects that foster community engagement and neighborhood identity. This program is a result of the City Council's decision to allocate 20% of admission tax revenue to arts funding, building on the Arts Plan 2030 to invest in local artists and community-driven initiatives. It encourages vibrant, artistic enhancements to public spaces that celebrate local culture and strengthen communal bonds. Applicants may include artists, businesses, nonprofits, civic leagues, and community-based organizations. Projects must occur within a specific neighborhood in Virginia Beach and must feature an artistic element, such as performance, public art, or participatory creative activities. The events must be free, physically accessible, and open to the public. Strong preference is given to collaborative projects between artists and community groups, although entities that encompass both roles may apply independently. The grant supports a wide range of creative activities including neighborhood murals, concerts, art workshops, pop-up galleries, and cultural festivals. Funding may cover planning, professional services, materials, and equipment rental. However, it excludes organizational overhead, food, fundraising, and equipment purchases. Projects must be completed within 12 months of award issuance. Applications are evaluated based on community engagement, creativity, planning and feasibility, and the projectโs expected social impact. Matching funds are required, with at least 15% of total expenses provided through in-kind contributions, labor, fundraising, or services. Higher matches may receive stronger consideration. Selected grantees must become registered vendors with the City and sign a grant agreement. The application deadline for FY26 is January 16, 2026. Reviews begin on February 3, 2026, with ongoing reviews possible after March 1 if funds remain. Funding is not provided retroactively. Applicants may attend virtual workshops or schedule individual consultations for proposal development. Final reports must be submitted within one month of project completion, including narrative, documentation, and financial reporting. Projects may also be publicly showcased at the Cityโs discretion.
