The U.S. Embassy in Tunis, under the Department of State's Public Affairs Section (PAS), has announced the Fiscal Year 2025 Annual Program Statement (APS) as part of its Public Diplomacy initiatives. Funded through the FY25/26 Smith-Mundt Public Diplomacy Funds, this grant aims to enhance cultural, educational, scientific, and professional ties between the United States and Tunisia, fostering mutual understanding and cooperation. PAS Tunis encourages creative proposals that include a connection to the United States, such as American experts or institutions, and that focus on public diplomacy themes like economic prosperity, innovation in science and technology, educational partnerships, leadership development, cultural exchanges, and sports diplomacy. Projects should ideally span 12 months and may be eligible for non-competitive continuation based on performance and funding availability. Awards can range from $10,000 to $200,000. Eligible applicants include U.S. and Tunisian not-for-profit organizations, educational institutions, governmental bodies, and individuals with at least two years of relevant programming experience. All organizations must have a Unique Entity Identifier (UEI) and be registered with SAM.gov, though individuals are exempt from this requirement. While cost sharing is not required, it is encouraged. The application package must be submitted via email and include standard federal forms (SF-424, SF-424A, SF-424B), a proposal (up to five pages), a budget narrative, and supporting documents such as CVs, letters of support, and official permissions. Proposals must identify target audiences in Tunisia and detail activities, objectives, media plans, sustainability, and evaluation strategies. The review process evaluates proposals based on program quality, organizational capacity, feasibility, budget, monitoring and evaluation plans, and sustainability. Notifications regarding awards will be sent by August 6, 2025. Recipients will be required to submit quarterly financial and programmatic reports and follow all Department of State administrative and policy requirements.
