Federal Byrne State Crisis Intervention Program

The Federal Byrne State Crisis Intervention Program (SCIP) is a competitive grant program funded by the U.S. Department of Justice, Bureau of Justice Assistance (BJA), and administered at the state level by the Kansas Governor’s Grants Program (KGGP). SCIP supports evidence-based and promising programs that prevent gun violence and reduce violent crime through proactive crisis intervention initiatives. The grant was created under the Bipartisan Safer Communities Supplemental Appropriations Act of 2022 and is now in its third year of implementation. For 2026, approximately $1.28 million is available to fund projects in Kansas that align with the state’s approved SCIP Plan. Projects must support court-based programs, behavioral health crisis interventions, community-based deflection efforts, or law enforcement initiatives that address individuals at risk of gun violence. Eligible strategies include expansion of treatment courts, mobile crisis units, de-escalation training, development of firearm relinquishment systems, and community education on gun safety. Applicants may include units of state or local government, Tribes, nonprofit organizations, community-based organizations, and faith-based groups, including those serving culturally specific or underserved populations. Courts within Kansas, including the Kansas Judicial Branch, may apply for the creation or enhancement of treatment courts. Funds are distributed with a minimum of 36.3% passed through to units of local government and 3.5% allocated to jurisdictions ineligible for direct BJA funds. The 2026 grant cycle covers a one-year project period from January 1, 2026, to December 31, 2026. Applications are due by 11:59 p.m. on October 16, 2025, and must be submitted via email to the KGGP. All subgrant awards require federal BJA approval before funds may be drawn. Match is not required; however, projects with matching resources are given preference due to increased sustainability. SCIP funding cannot be used for fundraising, lobbying, land acquisition, construction, legal services for undocumented individuals (except in narrowly defined exceptions), food or beverage purchases, or infrastructure. Grant recipients must comply with extensive federal and state reporting requirements, including narrative and financial reporting, performance measurement tracking, and regular compliance reviews. All expenditures must adhere to federal OMB Uniform Guidance and the DOJ Grants Financial Guide. The SCIP Advisory Board oversees the review process and makes final funding decisions. Applications are evaluated based on alignment with state SCIP priorities, strength of needs assessments, clarity of goals and performance measures, sustainability plans, and completeness of submission.
