The City of Elk Grove has established itself as a committed supporter of nonprofit organizations that provide valuable services to its residents. Through its array of grant programs, the City enables local nonprofits to organize events, improve public services, and contribute to the community’s overall well-being. One such initiative is the Event Sponsorship Grant (ESG) program, which funds special events that possess citywide significance and are open to all residents. This program is part of a broader set of grants that includes the Community Development Block Grant (CDBG) and the Community Service Grant (CSG), both of which support housing and service activities, while ESG is uniquely focused on community events. The ESG program is specifically designed to aid nonprofit entities based in Elk Grove in hosting special events that contribute to the cultural, social, or economic vitality of the community. Events must occur within city limits, be open to all residents, and not be organized around political or religious purposes, unless the religious element is specifically related to diversity, equity, inclusion, or a welcoming initiative. The City offers various forms of support through the ESG program, including direct funding, use of City facilities, and in-kind services. Events may be one-day occasions, multi-day programs, or a series of related events extending over a longer period. Fundraising events are permitted if all net proceeds benefit nonprofits primarily serving Elk Grove residents. Eligible applicants include nonprofit organizations that are 501(c)(3) or 501(c)(6) entities in good standing with the IRS, the California Secretary of State, and the California Attorney General’s Registry of Charitable Trusts, where applicable. Government entities that serve Elk Grove residents may also apply. For-profit organizations and individuals are not eligible. Applicants must serve as the primary organizer and financial administrator for the event. Proof of liability insurance is required at least 30 days before the event. Additionally, grantees must comply with all public health mandates, applicable local and state laws, and secure all necessary permits related to the event’s execution. The ESG program application window opens on January 9, 2026, with applications due by February 20, 2026. The program funds events occurring between July 1, 2026, and June 30, 2027. Applications must be submitted through the City’s online grants management system (WebGrants), and new users must register before applying. Funding levels depend on the City Council's approval during the annual budget process. Subject to available funding, the City Manager may approve direct support of up to $5,000, while larger requests and those involving road closures must be considered by the City Council. Evaluation of applications will be based on eligibility, requested funding level, ability to advance the City’s strategic goals, and the event’s anticipated impact on Elk Grove residents. Consideration will also be given to prior-year performance, community feedback, and fiscal responsibility. In cases where a City official is associated with an applicant organization and a conflict of interest arises, that official will recuse themselves from the application review process. Partial funding may be awarded in lieu of full sponsorship to maximize the number of supported events. After receiving support, grantees are required to submit narrative and financial reports within 60 days of their event and year-end financial documentation within six months of their fiscal year’s end. Any changes to event plans, such as venue or date, must be communicated in advance, and may affect the awarded support. A public informational webinar was previously hosted in 2025 and remains available for interested applicants. Events that have not occurred in Elk Grove in the previous five years may be considered “new events,” and mid-year funding requests may be considered on a limited, case-by-case basis for new events that began planning after the regular deadline.
