Web-Based Application for HIV/Hepatitis/STI/Drug User Health Data Management
This initiative seeks to develop a comprehensive web-based health information system to streamline data management for over 200 community and clinical providers focused on HIV, hepatitis, STIs, and drug user health in New York State.
The New York State Department of Health (NYSDOH), through its AIDS Institute and in partnership with Health Research Inc. (HRI), has issued a Request for Information seeking input from qualified vendors for the development of a comprehensive, web-based Health Information System (HIS). This system will consolidate data management across HIV Prevention Services, the Division of Healthcare and Hepatitis, the Office of Sexual Health, and the Office of Drug User Health. The initiative aims to improve efficiency, compliance, and data quality for more than 200 community and clinical providers working under diverse funding streams that support public-health interventions for infectious disease prevention, harm-reduction, and overdose-response services. The AIDS Institute recognizes that current data practices are fragmented and labor-intensive. By transitioning to a unified web-based platform, the Department seeks to reduce duplication, ensure data integrity, and enhance outcome reporting. The new system will enable secure client-level data collection, including demographics, laboratory results, service encounters, and referral histories. It is expected to accommodate multiple program contracts, permit service-to-contract mapping, and support performance-metric tracking. Built-in analytics will allow administrators and providers to generate trend reports and correlate contract terms with service outcomes, strengthening oversight and program evaluation. The scope of work anticipates functionality for advanced user management with role-based permissions, HIPAA-compliant data isolation, and secure authentication. The solution must integrate with existing contract-management and electronic-health-record (EHR/EMR) systems while supporting customizable workflows suitable for clinics, hospitals, and community-based organizations. The platform will feature form builders, validation logic for follow-up triggers, and automated notifications for testing and referrals. Accessibility compliance with WCAG standards and cloud-service-agnostic deployment are required, ensuring inclusivity and technical flexibility. Vendors are requested to provide detailed information on their preferred technology stack, implementation timeline, and support strategy, including development, testing, training, and maintenance phases. Responses should describe prior experience in healthcare software—particularly in public-health or infectious-disease data management—and reference three to five comparable projects. Cost structure details, including setup, licensing, maintenance, and scalability assumptions, must be included to assist the Department in future planning. The RFI expressly seeks information for planning purposes and does not constitute a request for proposal or a commitment to contract. Interested respondents must submit a single PDF narrative that follows the numbered format of Section D (Items 1–13).
