Regional Telehealth Resource Centers

The Health Resources and Services Administration (HRSA) is offering funding through the Regional Telehealth Resource Centers (HRSA-25-042) and National Telehealth Resource Centers (HRSA-25-043) Telehealth Resource Center Program to support the expansion and improvement of telehealth services across the United States. The funding aims to provide telehealth technical assistance, training, and support to healthcare providers, particularly those serving rural, frontier, and medically underserved populations. The program is administered through HRSA's Office for the Advancement of Telehealth (OAT), Telehealth Innovation and Services Division. The program consists of two distinct funding opportunities. HRSA-25-042 will fund 12 Regional Telehealth Resource Centers (RTRCs), each responsible for providing localized telehealth assistance within their designated geographic region. These centers will help healthcare organizations develop and expand telehealth services by offering training, technical assistance, information dissemination, and fostering collaboration. HRSA-25-043 will fund two National Telehealth Resource Centers (NTRCs), each focusing on a specific aspect of telehealth: policy and technology. The NTRCs will provide support to the RTRCs and other healthcare organizations by addressing telehealth-related policy and technology issues nationwide. The total anticipated funding for FY 2025 is $3.9 million for the RTRCs and $650,000 for the NTRCs. Each award is expected to provide up to $325,000 per budget period, with a total period of performance spanning four years (September 1, 2025 – August 31, 2029). Funding decisions will depend on congressional appropriations, and recipients are expected to coordinate with state and national telehealth initiatives. Eligible applicants include domestic public and private entities, including public and private institutions of higher education, non-profit and for-profit organizations, independent school districts, tribal governments and organizations, and state, county, and city governments. Applicants must demonstrate experience in providing telehealth technical assistance and targeting populations in rural, frontier, and medically underserved areas. Additionally, applicants must consult with the appropriate State Office of Rural Health or other state government entity before applying. Applications are due by April 14, 2025, at 11:59 PM ET through Grants.gov, and applicants are encouraged to ensure their SAM.gov and Grants.gov registrations are active and up-to-date. The anticipated award notification date is August 1, 2025, with a project start date of September 1, 2025. Evaluation criteria for applications include demonstrated need (10 points), program response (30 points), performance reporting and evaluation (15 points), impact (15 points), resources and capabilities (25 points), and support requested (5 points). HRSA may prioritize funding applications that meet specific criteria, such as a record of success in telehealth services, collaboration, and offering a broad range of telehealth services.
