The Office of Research Integrity (ORI), part of the U.S. Department of Health and Human Services, has released a Notice of Funding Opportunity for the “Ensuring Research Integrity - Program Development and Evaluation Program (PDE),” opportunity number IR-ORI-25-003. The ORI supports institutions receiving Public Health Service (PHS) funding in maintaining responsible conduct in research and addressing research misconduct. This grant opportunity builds on ORI’s mission by supporting innovative programs, interventions, and tools that promote research integrity, prevent misconduct, and evaluate the effectiveness of such measures in real-world research environments. The grant seeks to support projects that develop or assess educational resources, risk assessment tools, and intervention programs that address risks of research misconduct. Specific activities include creating online training modules, classroom-based instructional materials, tools for assessing misconduct risk at institutional or lab levels, and mentoring initiatives that promote ethical research practices. Emphasis is placed on interventions grounded in empirical evidence, including findings from previous ORI-funded research. Projects must be aligned with the goals of fostering responsible conduct, protecting vulnerable individuals such as whistleblowers, and addressing institutional responses to allegations of misconduct. Applicants may include universities, public and private institutions, laboratories, nonprofit and for-profit organizations, faith- and community-based organizations, Native American and tribal entities, and individuals. There are no restrictions on who may serve as the Project Director/Principal Investigator (PD/PI), although the individual must not be under any government-wide exclusion or suspension. Applicants may submit multiple applications for distinct projects. Groups or consortia may also apply but must designate a single lead entity responsible for execution and compliance. The total estimated funding available is $150,000, with an anticipated number of two awards ranging from $50,000 to $75,000 each. The period of performance is expected to last 12 months. No cost sharing or matching is required. However, any voluntary match included in the application must be justified and accounted for in the budget narrative. Funding cannot be used for pre-award costs, construction, medical services, or equipment purchases such as vehicles without prior approval. Applications must be submitted electronically via Grants.gov by 6:00 PM Eastern Time on July 30, 2025. A technical assistance webinar is scheduled for July 15, 2025, at 1:00 PM Eastern Time. The anticipated project start date is September 30, 2025, with awards expected to be announced around September 15, 2025. Applications must include SF-424 forms, a project narrative (max 25 pages), appendices (combined total max 75 pages with narrative), and a full budget justification. Detailed formatting and eligibility requirements apply and must be followed precisely to avoid disqualification. Evaluation of applications will be based on project relevance, impact, measurable outcomes, and the applicant’s capacity to execute the proposed work. Emphasis is placed on projects that can be evaluated rigorously, disseminate findings broadly, and contribute novel solutions to promoting research integrity.
