Eligible applicants are incorporated cities and counties in Kansas that do not receive an annual CDBG entitlement allocation from HUD.
Geographic Eligibility
All incorporated cities in Kansas, excluding Kansas City, Lawrence, Leavenworth, Manhattan, Overland Park, Topeka, Wichita, and all of Johnson County.
