The North Carolina Emergency Management (NCEM), a division of the NC Department of Public Safety, is administering the Volunteer Organizations Active in Rebuilds Disaster Grant Program Award Two. Eligible work includes both ongoing and new residential repair and reconstruction efforts. Grant funds will be awarded on a reimbursement basis and can cover up to 100% of project costs. Administrative costs are not eligible for reimbursement. There is no cap on the amount an applicant can request. The anticipated total funding available under this notice is $16,000,000. The grant is structured to maximize the capacity of volunteer organizations to carry out their missions without imposing a local cost share. The application process requires submission by email to NCEMLTR.Grant@ncdps.gov by 5:00 PM on December 11, 2025. Submissions must include a completed PDF document addressing five required points: organizational and contact information; project description; scope of work with a cost estimate; a timeline for project completion; and a description of project management personnel and their qualifications. Nonprofit applicants must also include their Certificate of Existence and bylaws. Proposals will be evaluated for completeness, scored based on the defined criteria, and ranked accordingly. Applicants are encouraged to include narratives or visual outlines that describe their project strategy, execution plan, and past experience. Quarterly reporting and interim/final inspections are required. Successful applicants must sign a Memorandum of Agreement and submit state-required forms including conflict of interest policies and payment documents. The program timeline includes a NOFO release on October 31, 2025, technical assistance workshops in November, and application decisions by February 23, 2026. The period of performance is up to 36 months from the award date. Projects will be reviewed regularly through scheduled meetings with the NCEM Grant Manager to assess progress and compliance. This structured approach ensures accountability and maximizes the long-term impact of the funds awarded.
