Grant Description

The Advancing Building Technology Grant Program, under the U.S. Department of Housing and Urban Development (HUD), is a discretionary funding initiative administered by the Office of Policy Development and Research (PD&R). The program seeks to support applied research on innovative construction technologies and building methods that can expand the supply of quality, affordable housing across the United States. Eligible entities may submit proposals for cooperative agreements that engage HUD in substantial involvement throughout the project period, which spans up to 36 months. The grant’s primary objective is to address the nationwide housing supply crisis by funding research on emerging construction technologies, such as offsite construction and 3D-printed homes, and on the policy and regulatory reforms that can expedite affordable housing production. Researchers are encouraged to select from one or more of the program’s five research categories, which include disaster recovery housing models, reforms to HUD building codes, promotion of modular construction, financing innovations, and application of artificial intelligence to reduce regulatory barriers in housing development. HUD will award approximately $10 million through this Notice of Funding Opportunity (NOFO), with 15 expected awards ranging from $500,000 to $1,500,000 each. There is no cost sharing or matching requirement. Funds may not be used for self-evaluation projects, doctoral dissertation research, or facility renovations beyond accessibility alterations. Cooperative agreements involve HUD oversight over project planning, research methodology, staffing changes, data access, and final deliverables. Applicants must be eligible U.S.-based entities, including state and local governments, educational institutions, tribal organizations, public housing authorities, nonprofits (with or without 501(c)(3) status), and for-profit organizations, including small businesses. Individuals are not eligible. All applicants must have active registrations in both SAM.gov and Grants.gov systems and provide a Unique Entity Identifier (UEI). Proposals are due by 11:59 PM Eastern Time on July 24, 2025. The anticipated award date is September 30, 2025, with performance beginning on October 7, 2025. Evaluation will be based on five rating factors: contribution of proposed research, soundness of approach, team capacity, project management, and budget reasonableness. Deliverables include management and work plans, research designs, quality control plans, progress reports, interim/final briefings, and a final report conforming to HUD’s formatting standards. Applications must include standard federal forms, budget details, research narratives, supporting documents like resumes and letters of commitment, and optional materials as appendices.
