The STEM Workforce Talent Pipeline Grant, offered by the Nevada Governor’s Office of Science, Innovation and Technology (OSIT), is designed to create sustainable workforce development programs that align educational institutions with the needs of STEM employers across the state. Together, these consortia are expected to design and implement programs that begin while students are still in high school and culminate in industry-recognized certifications or credentials. The program must also incorporate work-based learning opportunities such as internships and commit employer partners to interviewing students who complete the program. Flexibility is granted to the consortium in determining how instruction is delivered, which credentials are pursued, and how work-based learning is structured, as long as the overarching goals of career readiness and postsecondary transition are met. Funding for this grant totals $425,000 for the current cycle and is awarded on a reimbursement basis. Awardees can choose to expend funds entirely within the current fiscal year (July 1 through June 30) or split them across two fiscal years. However, all funds must be expended before the end of the fiscal year they are allocated for, and no extensions will be granted. Grant funds are restricted to start-up costs that support multiple student cohorts. These include capital expenses (e.g., software, machines, classroom equipment) and programmatic costs (e.g., curriculum development, professional development, initial tuition and certification costs). Notably, recurring costs such as instructor salaries, adult-only materials, or indirect administrative expenses are not permitted. The application process requires a comprehensive submission that includes a cover sheet, project abstract, detailed budget narrative and spreadsheet, a project narrative addressing specific evaluation criteria, and signed letters of commitment from all consortium partners. The project narrative, worth 90 of the 100 base points, must address a needs assessment, a detailed work plan, projected impact, sustainment strategies, and evaluation plans. Additional bonus points may be awarded for applicants providing 1:1 matching funds in cash, though matching is not required. The application will be scored using a rubric that emphasizes collaboration, innovation, alignment with industry needs, commitment to equity, and sustainability. Key submission deadlines include the optional Bidder’s Call scheduled for July 18, 2024, and the final application deadline set for August 26, 2024, at 5:00 PM PST. Applications must be submitted electronically in a single PDF via the designated online form. Late or incomplete applications will not be reviewed. Award notifications will be sent out following the completion of the scoring process, and successful applicants must initiate project implementation within 30 days of receiving the grant. Regular quarterly reporting on finances and program outcomes is required, and programs must continue reporting until the first cohort’s training cycle is completed, regardless of when funds are exhausted.
