Development Innovation Ventures: Stage 4 Awards Annual Program Statement (APS)
To complement DIVs ongoing efforts, this Annual Program Statement (APS) is a specific call for DIVs new Stage 4 Initiative to help support the scale-up and integration of Stage 4 innovations from the existing DIV portfolio into broader USAID programming and budgets. Applicants who are interested in applying for DIVs core funding (Stages 1 through 3 and Evidence Generation grants) should visit www.usaid.gov/div/apply and should not submit a concept note under this APS. Potential applicants should read the rules below closely regarding the prerequisites for submitting a concept note to an addendum issued under this APS.

DIV and USAID M/B/IOs intend to make awards under this APS to successful applicants on the basis of their concept notes’ and applications’ alignment with the Program Description established in Section A, alignment with the criteria in Section E and related addenda, ability to further USAID’s goal of dramatically improving or saving the lives of people living in poverty in developing countries, and ability to adhere to DIV’s core principles and provide excellent value to the U.S. government to substantially contribute to these objectives. Eligibility for this NOFO is not restricted. DIV welcomes applications from individuals; public, private, for-profit, and nonprofit organizations; institutions of higher education; faith-based organizations; public international organizations; non-governmental organizations; U.S. and non-U.S. governmental organizations; multilateral and international donor organizations. To be eligible under this APS, applicants must be responsive to this APS and subsequent addenda and must also be sufficiently responsible to perform or participate in the final award. Awards are also contingent on DIV’s ability to obtain concurrence from the relevant USAID Mission. Applicants that are organizational entities must be legally recognized under applicable law. Local organizations and consortia of local organizations are eligible and encouraged to apply. Participation of foreign government entities is possible only through an approved subaward agreement with a prime recipient. USAID welcomes applications from organizations that have not previously received financial assistance from USAID. Faith-based organizations are eligible to apply for federal financial assistance on the same basis as any other organization and are subject to the protections and requirements of Federal law. USAID welcomes concept papers/applications from organizations which have not previously received financial assistance from USAID. Only local organizations as defined below are eligible for award. USAID defines a local entity as an individual, a corporation, a nonprofit organization, or another body of persons that:(1) Is legally organized under the laws of; and(2) Has as its principal place of business or operations in; and(3) Is majority owned by individuals who are citizens or lawful permanent residents of; and(4) Is managed by a governing body the majority of who are citizens or lawful permanent residents of the country receiving assistance.
