The Healthy Communities Grant (HCG), administered by Keep Louisiana Beautiful (KLB), is a reimbursement-based funding initiative designed to support local projects that foster behavioral change and environmental stewardship across Louisiana. Since 2004, KLB has awarded over $8.5 million in grant funding to initiatives centered on litter abatement, recycling, waste reduction, and environmental education. The 2026–27 grant cycle continues this legacy, aiming to enhance the appearance and livability of communities through grassroots, community-driven efforts. Funded by the State of Louisiana and the Office of the Lieutenant Governor, the program is firmly rooted in the promotion of sustainable practices and civic responsibility. The HCG targets projects that involve litter removal, litter prevention, recycling, waste management, illegal dumping enforcement, and environmental education. Applicants are expected to demonstrate community engagement through volunteerism, stakeholder collaboration, and broad public support. Proposed initiatives must present measurable goals and a sustainable impact. Examples of eligible activities include public clean-up events, recycling education campaigns, and infrastructure improvements that reduce waste. However, certain items and activities—such as gardening projects, travel expenses, electronics, salaries, or fundraising efforts—are explicitly ineligible for reimbursement. Funding amounts range from $2,500 to $10,000, with a required minimum 15% match provided in cash, in-kind contributions, or volunteer hours. All awarded projects must be completed by April 30, 2027, with a Final Report submitted by the same date. The grant cycle officially begins upon attendance at a mandatory informational webinar and execution of a Grant Agreement between the grantee and the Louisiana Department of Culture, Recreation and Tourism. Only work and expenses incurred after the agreement is signed are eligible for reimbursement. The application process includes submission of an online form, along with supporting documentation such as a Form W-9, IRS Determination Letter (for nonprofits), and a Letter of Authorization. Applicants must also be in good standing with the Louisiana Secretary of State and be registered as a State Certified Vendor. Additionally, grantees are required to conduct public relations efforts including press releases, social media announcements, and acknowledgment letters to elected representatives. KLB branding must appear on all printed and promotional materials related to the grant project. Applications are due by June 21, 2026. Although the program does not require a pre-application phase, grantees must attend the webinar before contracts are issued. Project outcomes must be tracked, and the results included in the final submission. Furthermore, participation in “Love the Boot Week”—tentatively scheduled for April 17–25, 2027—is a grant requirement, with grantees expected to register, conduct an event, and submit a report. Applicants are strongly encouraged to preview the sample application and gather all necessary information before beginning the submission process. Once the application is started, a unique return link will be provided and should be saved, as KLB cannot resend it.
