Technical Assistance and Water Projects Fund Grants

The HB 2302 Grant Programs, authorized by the Kansas Legislature through Senate Substitute for House Bill 2302 and administered by the Kansas Water Office (KWO), support infrastructure planning and implementation to address the state’s water quality and quantity challenges. These programs operate under the State Water Plan Fund (SWPF), established to execute the Kansas Water Plan’s recommendations. Two complementary funding tracks are offered: the Technical Assistance Fund and the Water Projects Fund. The Technical Assistance Fund Grant supports municipalities and special districts with preliminary planning, engineering, and preparation for water infrastructure projects. It also covers the development of grant or loan applications. These grants may fund up to $1,000,000 per award and do not require matching contributions. Eligible applicants must be Kansas-based municipalities or water-related special districts and must submit a detailed project plan, budget, and supporting documents. Applications are evaluated based on factors including population size, conservation components, public health impact, socioeconomic need, regional benefit, and emergent issues such as drought or contamination. The Water Projects Fund Grant supports on-the-ground implementation, including construction, maintenance, and repair of water-related infrastructure, as well as loan repayment for eligible projects. The grant cap is $8,000,000 per project. As with the Technical Assistance Fund, there is no required match. The application process includes submission of engineering plans, cost estimates, property access documentation, and—in cases of loan repayment—evidence of construction completion and loan history. Smaller municipalities receive higher priority, and repayment percentages vary by community size. Applications for both funds must be submitted online by September 30, 2025, at 11:59 PM. Applicants who submitted before August 11, 2025, must reapply due to a system issue. Funded projects must submit quarterly and final reports and are reimbursed based on documented expenditures. Contracts must be signed within 45 days of award notice. The Kansas Water Office reviews all submissions, consults with regulatory and technical partners, and makes final funding recommendations based on the program’s evaluation criteria.

Smaller communities and projects promoting conservation, regional cooperation, or addressing emergencies are prioritized. Applications must be resubmitted if originally submitted before August 11, 2025.
