Grant Description

The Live Fire Training Structure Grant Program, administered by the Virginia Department of Fire Programs (VDFP) and governed by the Virginia Fire Services Board (VFSB), is designed to support the construction, renovation, or repair of permanent live fire training structures throughout the Commonwealth of Virginia. Established under Β§38.2-401-D of the Code of Virginia, the grant ensures that fire service personnel have access to safe, compliant facilities for live fire training in accordance with current National Fire Protection Association (NFPA) standards, particularly NFPA 1402, 1403, and 1001. This program is a matching or cost-sharing initiative where the match percentage is determined by the size and type of the project. It supports three project types: new construction or full replacement (capped at $450,000 plus up to $30,000 for architectural/engineering fees), renovations/additions (up to $450,000), and repairs (up to $50,000). Allowable costs include work within 15 feet of the structure, engineering design fees, and required signage. Prohibited costs include civil site work, routine maintenance, and unrelated overhead expenses. Each project type has specific disbursement rules, with payments made based on project completion milestones and verified documentation. Eligibility is limited to localities in Virginia that qualify for Aid to Localities from the Fire Programs Fund, including counties, independent cities, and incorporated towns. Applications must be submitted by a lead locality if the structure will serve multiple jurisdictions. Required documentation includes construction drawings, building permits, inspection reports for repairs, and certifications from licensed professionals. Applications are accepted biannually by January 1 and July 1 for construction and renovation. Emergency renovation applications and repair applications (under $50,000) are accepted on a rolling basis. Upon award, recipients must attend both an orientation and a pre-building permit submission meeting. Construction must be completed within 36 months, while renovations and repairs must be finished within 12 months. Progress reports are required every 90 days. Extensions are allowed but limited to a maximum of two requests, with approvals granted by either the Agency or the Board depending on length. Award criteria emphasize compliance with strict structural and operational requirements such as minimum square footage, thermal protection, NFPA compliance, and ongoing inspection and audit obligations. Ownership or long-term lease of the site is required, and failure to comply with inspection protocols can reduce future funding eligibility. The policy also includes provisions for comprehensive audits and clearly outlines what constitutes compliant vs. non-compliant jurisdictions based on inspection history. The program is designed not only to enhance firefighter training capabilities but also to standardize safety and design across training structures statewide.
