Grant Description

The Florida Department of Health, through its Division of Public Health Statistics and Performance Management, administers the Dr. and Mrs. Alfonse and Kathleen Cinotti Health Care Screening and Services Grant Program. For fiscal year 2025–2026, the program is offering competitive grant funding to nonprofit entities for the purpose of expanding access to no-cost autism screenings and related services. The initiative is authorized under Section 381.9855 of the Florida Statutes and supports the Department’s mission to protect, promote, and improve the health of all people in Florida through coordinated efforts at state, county, and community levels. The Cinotti Grant Program focuses exclusively on autism screening for this funding round, RFA25-001. Eligible applicants are nonprofit organizations with IRS 501(c)(3) tax-exempt status and a current IRS Form 990 dated within the past twelve months. Nonprofits may apply either to implement a new autism screening or service program or to expand an existing one to new geographic locations, via a mobile health clinic or unit, or through staff mobilization to increase delivery capacity. Proposed screening activities must be new and not funded by any other local, state, federal, or private program. All services must be provided free of charge, with referrals for treatment included when appropriate. The total estimated funding available is $2,500,000, with individual awards ranging from $250,000 to $500,000. The anticipated number of awards depends on the number of qualified applicants and funding requests. The grant period runs from October 1, 2025, to June 30, 2026, with a potential contract preparation period of four to eight weeks following the Notice of Award. Allowable costs include personnel, fringe benefits, supplies, travel related to program delivery, advertising, educational materials, technology, and other direct service expenses. Administrative or indirect costs are capped at 15% of the award. Unallowable costs include vehicle purchases, food, research, lobbying, fixed capital outlay except as specifically approved, and any activities related to diversity, equity, and inclusion training or advocacy as defined in state guidelines. Applications must be submitted electronically through the Florida Department of Health’s Cinotti Grant Program portal. Required components include a signed cover page, table of contents, project summary, detailed project narrative, workplan, budget summary, budget narrative, and appendices such as organizational charts, proof of nonprofit status, letters of support, and a drug-free workplace certification. The project narrative must address organizational capacity, staffing, statement of need, program description, collaboration plans, and expected outcomes, along with an evaluation and performance measurement plan. Applicants must demonstrate appropriate clinical oversight, qualified staff, and adherence to approved screening tools and protocols. The RFA timeline includes key dates: release of the application on August 1, 2025; a pre-application webinar on August 5, 2025, at 10:00 a.m. EDT; submission of questions by August 7, 2025, at 5:00 p.m. EDT; posting of answers by August 14, 2025; and application submission deadline on August 28, 2025, at 11:59 p.m. Evaluation is anticipated between August 29 and September 12, 2025, with award notifications on September 15, 2025. Applications must be complete and submitted before the deadline; faxed or emailed applications will not be accepted. Applications will be scored on a 100-point rubric covering organizational overview and staffing, statement of need, project narrative, collaboration, workplan, expected outcomes, and budget summary and narrative. Successful applicants will be required to register in the MyFloridaMarketPlace system within five days of award notification, comply with quarterly reporting requirements, and use any designated central data management portals for fiscal and programmatic reporting.
