OVW Fiscal Year 2025 National Tribal Clearinghouse on Sexual Assault Invitation to Apply

The U.S. Department of Justice, through the Office on Violence Against Women (OVW), is inviting applications for the fiscal year 2025 National Tribal Clearinghouse on Sexual Assault (NTCSA). OVW, established in 1995, administers grant programs under the Violence Against Women Act (VAWA) to lead national efforts addressing domestic violence, dating violence, sexual assault, and stalking. The NTCSA grant aims to provide culturally tailored training and technical assistance on sexual assault issues affecting American Indian and Alaska Native women, leveraging resources such as a dedicated website, resource library, podcasts, and a speaker’s bureau. This funding opportunity targets the development and maintenance of comprehensive support mechanisms for Tribal communities. Key objectives include the enhancement of a website for educational outreach, tailored training and technical assistance, creation of culturally appropriate resources, and support for systems responding to sexual assault, including justice and medical services. Additionally, projects must develop a toolkit for adult survivors of child sexual abuse and implement an outreach plan engaging Tribal men and boys. Only the Minnesota Indian Women’s Sexual Assault Coalition is eligible to apply for this award. The program requires strategic partnerships, specifically with a nonprofit, nongovernmental Tribal sexual assault service provider and the International Association of Forensic Nurses (IAFN). Applicants must include Memoranda of Understanding to validate these partnerships. This cooperative agreement mandates close collaboration with OVW throughout the project’s duration, including planning, implementation, and ongoing evaluation. Applicants must follow strict application guidelines and deadlines. The submission of the SF-424 form is due via Grants.gov by July 8, 2025, while the complete application must be submitted through JustGrants by July 10, 2025. Required documents include a proposal narrative, budget details, various certifications, and attachments such as the MOU with IAFN. OVW will review applications based on programmatic alignment, past performance, and risk assessments, with award decisions expected by October 1, 2025. The grant offers up to $1,000,000 in funding for a 24-month project period, with no matching requirement. Awards will be issued as cooperative agreements, indicating substantial OVW involvement. Applicants must budget appropriately, including mandatory subawards and participation in OVW-sponsored activities. Additional post-award obligations include performance reporting and compliance with federal civil rights laws.

The award period is 24 months. Budgets, including the total “estimated funding” on the SF-424, must reflect 24 months of project activity. OVW anticipates that the award period will start on October 1, 2025. Awards under this program for FY 2025 will be made for up to $1,000,000. OVW has the discretion to make awards for greater or lesser amounts than requested and to negotiate the scope of work and budget with the applicant before making an award or after an award is made but prior to access to funds.
