Transportation Alternatives Program (TAP-L)
This program provides funding to local governments and eligible agencies in northeastern Illinois for developing bicycle and pedestrian infrastructure that enhances non-motorized transportation.
The Chicago Metropolitan Agency for Planning (CMAP) administers the Transportation Alternatives Program – Local (TAP-L), a federally funded initiative supporting surface transportation improvements that promote non-motorized mobility. TAP-L is part of CMAP’s strategic regional planning efforts, aligning closely with the Regional Greenways and Trails Plan, which is integrated into the ON TO 2050 comprehensive plan. Through a competitive selection process managed by the CMAQ, CRP, and TAP Project Selection Committee, CMAP prioritizes projects that contribute to a cohesive network of bicycle and pedestrian infrastructure across northeastern Illinois. The TAP-L program supports the development of bicycle facility projects with a clear transportation function, rather than recreational intent. Eligible project types include multi-use trails, on-street bicycle facilities, and supporting infrastructure such as trail bridges and underpasses. However, TAP-L does not fund amenities like trash bins, picnic areas, or general park facilities unless they directly contribute to the transportation purpose. All selected projects must contribute meaningfully to the completion of the Regional Greenways and Trails Plan and are evaluated accordingly. Eligible applicants include local governments, transit agencies, regional transportation authorities, public land agencies, school districts, and other governmental entities responsible for trail or transportation infrastructure. While the Illinois Department of Transportation and nonprofit entities cannot act as direct sponsors, they may collaborate with eligible sponsors to advance projects. All projects must provide a 20% local match, which can be sourced from motor fuel tax, Rebuild Illinois bond funds, state, or private contributions. Notably, Phase I engineering is generally ineligible for TAP-L funding, though this requirement may be waived for designated Cohort 4 communities. TAP-L project evaluation is based on a weighted scoring system emphasizing several key factors: alignment with the Regional Greenways and Trails Plan (30%), market for the facility (20%), safety and attractiveness (20%), equity considerations (20%), and project readiness (10%). The program aims to support multimodal connectivity, sustainability, and accessible transportation infrastructure while advancing ON TO 2050’s strategic goals for the region. For the current cycle, CMAP is accepting applications for federal fiscal years 2026 through 2030. The Call for Projects (CFP) opens on October 21, 2024, and closes on December 20, 2024. A public webinar will be held on October 30, 2024, to provide guidance for prospective applicants. Staff recommendations will be released in April 2025, followed by a public comment period, committee review, and final approval by the MPO Policy Committee in June 2025.
